Conservation Comm. Minutes - 2003/06/10

The Conservation Commission held a meeting in the Basement Mural Room of Town Hall on Tuesday, June 10, 2003 beginning at 7:30 p.m.  Members present were Chairman Friend Weiler, Samuel Butcher, Thomas Gill, Brendan Halligan, Anne Hill, and Arthur Vautrain. Mark Mahoney was absent.

Representing the applicant were members of the technical committee of the DBR, Inc.   Members included Al Vautrinot, Les Smith, Shawn Dahlen, Margaret Kearney, Harbormaster Don Beers, Endangered Species Officer Jake Emerson, and Brad Blodgett.  Also present for the public hearing was the Commission's consultant Leslie Fields of The Woods Hole Group.  

Mr. Vautinot reviewed a draft letter that the applicant will send to Dr. French, Assistant Director of MA Natural Heritage and Endangered Species Program, in response to a letter from Dr. French dated April 17, 2003.  Mr. Lester Smith explained the additional management actions that are in the Beach Management Plan that in the applicant's opinion exceeds the state guidelines for protecting the plovers.

Mr. Jake Emerson gave a report on the piping plover nests on Duxbury Beach and discussed the monitoring program.  Mr. Brad Blodgettt explained the training program for monitors.

The Commission reviewed the list of proposed Standard Operating Procedures (SOP).

The Commission continued its review of the draft Orders of Conditions.  Discussion centered on review of the Findings section, access to cobblestone, signage to limit access, and ORV limits.

For the next meeting, the Commission will continue to review the draft Orders of Condition, finalize the list of SOP, provide a sample SOP, finalize the Findings, and prepare a draft list of supporting documents.

Mr. Butcher made a motion that was seconded to continue the public hearing to June 24, 2003 at 7:30 p.m.  A vote was taken (6-0) and the motion passed unanimously.
