Conservation Comm. Minutes - 2003/03-04
The Conservation Commission held a meeting in the Basement Mural Room of Town Hall on Tuesday, March 4, 2003 beginning at 7:30 p.m.  Members present were Chairman Friend Weiler, Samuel Butcher, Thomas Gill, Brendan Halligan, Anne Hill, Mark Mahoney, Arthur Vautrain, and Joseph Grady, Conservation Administrator.

CONT'D., PH/PM, LORING, ELM ST., SE 18-1177, DELINEATION
Representing the applicant was Mark Casey from South Shore Survey Consultants, Inc.  Mr. Casey provided copies of the drainage calculations and submitted a revised plan that showed more detail as requested by the Commission.  Mr. Grady recommended that the Commission hires a consultant to review the drainage calculations and he suggested Tom Sexton of Mainstream Engineers.  Mr. Weiler asked that the site plan also show the stake locations.  Mr. Brad Mackenzie, 91 Rogers Way, asked if the soil information would be reviewed.  Ms. Amy MacNab, 269 Tobey Gaden St., asked that the soils in the ditch be determined.  Mr. Butcher made a motion that was seconded to secure the services of Mainstream Engineers as a consultant.  The motion passed unanimously.  Mr. Mahoney made a motion that was seconded to continue the public hearing/public meeting to April 1, 2003 at 7:40 p.m.  The motion passed unanimously.

PH, MCBRIDE & ZINKOWSKI, 9 SURFSIDE WEST, SE 18-1185, REBUILD
Representing the applicant was Mark Casey from South Shore Survey Consultants, Inc.  Mr. Casey explained the project, which was to replace the existing garage in the same footprint and to rebuild the existing dwelling with an addition in the buffer to salt marsh and bordering vegetated wetlands.  The new dwelling would be constructed on piles since it is in the V- and A-flood zones.  Mr. Grady recommended the applicant pull the dwelling out of the V-zone.  Dr. Gill asked if the structure could be moved farther from the wetlands.  Mr. Casey responded that zoning regulations restricted what could be done.  It was suggested that Mr. Casey meet with Richard MacDonald, the Director of Inspectional Services to review options. Mr. Mahoney explained when a dwelling is demolished the Commission tries to have the new project conform to the regulations as much as possible. The Commission also questioned the impervious coverage calculations and indicated that coverage has to show no net gain if it presently exceeds the allowable 15%, which it appears.  The two issues related to this project are location and coverage.  Mr. Mahoney made a motion to continue this public hearing to April 15, 2003 at 7:40 p.m. in order for the applicant to consider revising the plan.  The motion passed unanimously.

PH, WISLEY CO. LTD, 222 POWDER POINT AVE., ADDITION, SE 18-1189
Representing the applicant was Shawn Dahlen.  Mr. Dahlen explained the project, which was to remodel a section of the dwelling and construct an addition within the existing footprint of the structure, located in the buffer to a coastal beach.  The existing coverage within the 100-foot buffer was 27% and the proposed coverage would decrease slightly.  Mr. Butcher made a motion that was seconded to write the Orders of Conditions.  The motion passed unanimously.

PM, STRONG, AQUALCULTURE GRANT
Mr. Grady excused himself from this public meeting.  The applicant, Louis Strong, explained his aquaculture grant, located 0.3 mile west of Duck Flat.  Mr. Mahoney made a motion that was seconded to issue a negative determination that a Notice of Intent is not required.  The motion passed unanimously.

PH, ECKER, 185 DEPOT ST., ADDITION, SE 18-1188
Representing the applicant was Shayne McGlone.  The proposed project is construction of an addition approximately 80 feet from bordering vegetated wetlands and the relocation of the septic tank.  The Commission requested that the applicant submit an engineer's certification that coverage not exceeds 15%.  Mr. Grady noted that the plan shows a portion of the applicant's driveway on the abutting town-owned land.  The applicant is to stake siltation barrier along the property line and remove that portion of the driveway on the abutting property and restore the area.  Mr. Mahoney made a motion to write the Orders of Conditions and to specify that the coverage not exceeds 15% and that the driveway is to be removed off the abutting property.  The motion passed unanimously.

ADMINISTRATIVE MATTERS
Mr. Mahoney made a motion that was seconded to issue a Certificate of Compliance for SE 18-635.  The motion passed unanimously.

Mr. Butcher made a motion that was seconded to spend $60 from the Conservation Fund for bike maintenance.  The motion passed unanimously.

The Commission reviewed the handouts for Town Meeting.
