Conservation Comm. Minutes - 2003/02/25
The Conservation Commission held a meeting in the Basement Mural Room of Town Hall on Tuesday, February 25, 2003 beginning at 7:30 p.m.  Members present were Chairman Friend Weiler, Samuel Butcher, Thomas Gill, Anne Hill, Mark Mahoney, Arthur Vautrain, and Joseph Grady, Conservation Administrator.  Brendan Halligan was absent.

CPZIBIC - WETLAND BYLAW REVISIONS
Mr. Mahoney summarized the proposed changes to the Zoning Bylaw that are being presented at the Annual Town Meeting.  Mr. Mahoney made a motion that was seconded that the Conservation Commission supports the substance of the zoning articles being presented by CPZBIC.  The motion passed unanimously.

PH, DUXBURY CONSTRUCTION, 28 HUCKLEBERRY LN., SE 18-1186
Representing the applicant were Freeman Boynton and Tom O'Brien.  The proposed project is to demolish the existing dwelling and construct a new single family dwelling in the buffer to bordering vegetated wetlands and the riverfront area.  The applicant is moving the proposed dwelling farther from the river.  Mr. Vautrain questioned the impervious cover calculation.  The Commission requested the applicant to calculate the coverage within the 100-foot buffer within the property.  The Commission indicated it would only permit 15% coverage within the 100-foot buffer on the property.  Mr. Mahoney made a motion that was seconded to write the Orders of Conditions and to include in the Order that only 15% coverage is permitted within the buffer area within the lot.  The motion passed unanimously.

The applicant, Jonathan Lowe explained the project, which was to replace two rotted piles in the exact footprint.  The work would be done by hand.  Mr. Mahoney made a motion that was seconded to issue a negative determination that a Notice of Intent is not required.  The motion passed unanimously.

CONT'D. PH, ELDREDGE, 8 GOOSE POINT LN, SE 18-1182
Representing the applicant were Kate Eldredge and David Healey.  The applicant submitted a revised plan that reduced the amount of impervious coverage, as requested by the Commission.  The paved driveway would be crushed stone.  Mr. Mahoney made a motion that was seconded to write the Orders of Conditions.  The motion passed unanimously.

CONT'D. PH, ELLIS, 734 BAY RD., SE 18-1183
Since the DEP file number had been issued, Mr. Mahoney made a motion that was seconded to write the Orders of Conditions.  The motion passed unanimously.

CONT'D PH, BAYSIDE MARINE CORP., 433 WASHINGTON ST., SE 18-1184
Since the DEP file number had been issued, Mr. Mahoney made a motion that was seconded to write the Orders of Conditions.  The motion passed unanimously.

ADMINISTRATIVE MATTERS
Mr. Butcher made a motion that was seconded to approve the minutes of the meeting on 1/21/03 as written.  The motion passed unanimously.

Mr. Vautrain made a motion that was seconded to approve the minutes of the meeting on 2/4/03 as amended to correct the amount of fill from 30 cubic feet to 50 cubic yards.  The motion passed unanimously.

Mr. Butcher made a motion that was seconded to pay from the Conservation Fund a total of  $526.22 for the following expenditures: stumps ($30), legal services ($412.50), locks ($83.72).  The motion passed unanimously.

Mr. Grady reported that Dorothy Bisbee of the Dept. of Agriculture had reviewed the proposed revisions to the Wetland Bylaw and had a suggested amendment.  The Commission agreed to her amendment and would propose the amendment on Town Meeting floor.
