Community Preservation Committee Meeting

The Community Preservation Committee (CPC) held a meeting in the Mural Room, Lower Level of the Town Hall on Thursday, May 13, 2010 beginning at 8:00 a.m.  Members present included Chairman Holly Morris, John Bear, Lynne Devnew, Tony Kelso, Brendan Keohan, and Sarianna Seewald. Pat Loring was absent.  Also present were Conservation Administrator Joe Grady, Frank Mangione from Fiscal Advisory Committee, and George Wadsworth from the Planning Board.

PUBLIC FORUM
No subject was brought forth.

PROJECT UPDATE
Grange/Fire Station Housing – Mr. Keohan reported that the Request for Proposal is being prepared for plans and specifications and will be for one housing unit at the Grange and one unit for the Fire Station.

Housing Purchase Assistance Program – Mr. Keohan reported that a marketing agent has been selected.

Camp Wing Housing Parcel – CPC asked that Diane Bartlett from the Local Housing Partnership be invited to a future meeting to give update.

OTHER BUSINESS
Dr. Devnew reported on a meeting of the Historical Commission with members of the Board of Cemetery Trustees regarding preservation of decaying gravestones at the Chestnut Street Cemetery.  Questions included whether CPC would consider using administrative funds for a consultant to prepare the application for the National Registry of Historic Places.  The CPC recommended that members from the Cemetery Committee meet with the CPC at a future meeting.  Issues to be discussed include certification for National Register; assessment of maintenance and restoration; mitigation/ prevention for further decay; and proposed short-term and long-term restoration.  The CPC also asked about the role and responsibilities of the Board of Cemetery Trustees.  Ms. Seewald agreed to be the CPC contact for this possible funding application request.

Possible Funding Application Requests - Mr. Bear volunteered to be the contact person for the restoration of the Old Town Hall project.

ADMINISTRATIVE MATTERS
The CPC postponed action on the draft meeting minutes.

The CPC reviewed and signed bills.
