Community Preservation Committee Meeting
Thursday, September 24, 2009

The Community Preservation Committee (CPC) held a meeting in the Mural Room, Lower Level of the Town Hall on Thursday, September 24, 2009 beginning at 8:00 a.m.  Members present included Chairman Holly Morris, John Bear, Tony Kelso, Brendan Keohan and Pat Loring.  Lynne Devnew and Sarianna Seewald were absent.  Also present were Joe Grady, Conservation Administrator and George Wadsworth from the Planning Board.  

PUBLIC FORUM
No subject was brought forth.

CAMP WING – CROSSROADS FOR KIDS
Powell Robinson and Deb Samuels from Camp Wing met with the CPC to discuss possibly filing a CPA funding application for the restoration of the 140-year old barn (Isaac Keene Barn) on the Camp Wing property.  Mr. Bear suggested the applicant consider splitting the project into phases.  Mr. Grady noted that any use of CPA funding required that a permanent restriction be placed on the project.

PROJECT UPDATE
Housing – Mr. Keohan reported that DHCD has approved the Affordable Housing Trust program.  Mr. Keohan also reported that South Shore Habitat may be seeking additional funding from CPC for the Grange project.

ADMINISTRATIVE MATTERS
The CPC postponed action on the draft minutes of the last meeting and there were no bills to sign.

EXECUTIVE SESSION – POTENTIAL LAND ACQUISTIONS
At 9:02 a.m. Mr. Kelso made a motion that was seconded by Ms. Loring to go into executive session.
Motion:  to go into executive session to consider the taking, purchase, exchange, lease or value of real property which, if discussed outside of this session could have a detrimental effect on the negotiating position of the governing body.  
Vote:  A roll call vote was taken:  5 – in favor; 0 – opposed.  Motion passed.  

At 10:03 a.m. Ms. Loring made a motion that was seconded by Mr. Kelso.
        Motion:  to reconvene into open session.
        Vote:  A roll call vote was taken: 5 – in favor; 0 – opposed.  Motion passed.
