Community Preservation Committee Meeting
Thursday, February 26, 2009

This meeting was the annual public informational hearing as required under M.G.L. Chapter 44B, section 5.

The Community Preservation Committee (CPC) held a meeting in the Small Conference Room, Lower Level of the Town Hall on Thursday, February 26, 2009 beginning at 7:00 p.m.  Members present included Chairman Holly Morris, Tony Kelso, Brendan Keohan, Pat Loring, and Sarianna Seewald.  John Bear and Lynne Devnew were absent.   Other people in attendance included Edward McGlinchey, George Wadsworth, Jeff Lewis, Barbara Kiley, Norman Tucker, Mary Wilbur, Joe Grady, and Justin Graeber from the Duxbury Clipper.

The meeting began with the Chairman introducing each of the CPC members and then Ms. Morris gave a brief overview of the CPA Fund finances and the balances in each account.  Mr. Wadsworth presented pie-charts showing CPA expenditures from 2002 – 2010.

Since the audience was primarily sponsors of each of the projects being considered at Town Meeting Ms. Morris asked for updates of each of the proposals.  Proposals discussed were
  • Article 14 – Administrative Operating Budget
  • Article 15 - 10% Allocation for the purposes of Open Space, Community Housing & Historic Preservation
  • Article 16 – Conservation Fund
  • Article 17 – Historic Properties Survey
  • Article 18 - Tarkiln Community Center Renovation Project
  • Article 19 – War Memorial
  • Article 20 – Bike path Design
  • Article 21 – Temple Street Affordable Housing
  • Article 22 – Housing Recycling Program
  • Article 23 – Housing Acquisition Program
The CPC assigned which members would be speaking on the articles at Town Meeting, if necessary.  Ms. Loring – War Memorial; Ms. Seewald & Ms. Morris – Bike Path Design; Mr. Keohan – the three housing articles; Dr. Devnew – Historic Properties Survey and Tarkiln; Ms. Morris – Conservation Fund and the budget articles.

TOWN MEETING ARTICLES MOTIONS
The CPC reviewed the motions for each of the CPC sponsored articles for Town Meeting.

Article 14 – Ms. Morris read the Town Meeting motion.  The CPC had questions regarding the wording and postponed action until Ms. Seewald could check with Town Counsel.

Article 15 – Ms. Morris read the Town Meeting motion.  Ms. Seewald made a motion that was seconded by Mr. Keohan.
        Motion:  to approve the wording of the motion for Article 15 as presented.
        Vote:  5 – in favor; 0 – opposed.  Motion passed.

Article 16 – Ms. Morris read the Town Meeting motion.  Ms. Loring made a motion that was seconded by Mr. Kelso.
        Motion:  to approve the wording of the motion for Article 16 as presented.
        Vote:  5 – in favor; 0- opposed.  Motion passed.

Article 17 – Ms. Morris read the Town Meeting motion.  Ms. Loring made a motion that was seconded by Ms. Seewald.
        Motion:  to approve the wording of the motion for Article 17 as presented.
        Vote:  5 – in favor; 0 – opposed.  Motion passed.

Article 18 – Ms. Morris read the Town Meeting motion.  Ms. Loring made a motion that was seconded by Mr. Kelso.
        Motion:  to approve the wording of the motion for Article 18 as presented.
        Vote:  5 – in favor; 0 – opposed.  Motion passed.

Article 19 – Ms. Morris read the Town Meeting motion.  Ms. Loring made a motion that was seconded by Mr. Keohan.
        Motion: to approve the wording of the motion for Article 19 as presented.
        Vote:  5 – in favor; 0 – opposed.  Motion passed.

Article 20 – Ms. Morris read the Town Meeting motion.  Ms. Loring made a motion that was seconded by Mr. Kelso.
        Motion:  to approve the wording of the motion for Article 20 as presented.
        Vote:   5 – in favor; 0 – opposed.  Motion passed.

Article 21 – Ms. Morris read the Town Meeting Town Meeting motion.  Mr. Keohan made a motion that was seconded by Ms. Seewald.
        Motion:  to approve the wording of the motion for Article 21 as presented.
        Vote:  5 – in favor; 0 – opposed.  Motion passed.

Article 22 – Ms. Morris read the Town Meeting motion. Mr. Keohan made a motion that was seconded by Mr. Kelso.
        Motion:  to approve the wording of the motion for Article 22 as presented.
        Vote:  5 – in favor; 0 – opposed.  Motion passed.

Article 23 – Ms. Morris read the Town Meeting motion.  Mr. Keohan made a motion that was seconded by Ms. Seewald
        Motion:  to approve the wording of the motion for Article 23 as presented.
        Vote:  5 – in favor; 0 – opposed.  Motion passed.

Special Town Meeting Article 7 – Ms. Morris read the Special Town Meeting motion.  Ms. Loring made a motion that was seconded by Mr. Keohan.
Motion:  to approve the wording of the motion for Article 7 as presented.
Vote:  5 – in favor; 0 – opposed.  Motion passed.

ADMINISTRATIVE MATTERS
The CPC cancelled their meetings on March 5, 12, and 19, 2009.  The CPC scheduled a meeting for on Saturday, March 14, 2009 at 8:30 a.m. in the Performing Art Center in conjunction with Town Meeting.
