Community Preservation Committee Meeting

The Community Preservation Committee (CPC) held a meeting in the Mural Room, Lower Level of the Town Hall on Thursday, October 23, 2008 beginning at 8:00 a.m. Members present included Chairman Holly Morris, Lynne Devnew, Tony Kelso, Brendan Keohan, Pat Loring and Sarianna Seewald. John Bear was absent. Also present were Joe Grady, Conservation Administrator, Frank Mangione from Fiscal Advisory Committee, and George Wadsworth from the Planning Board.
PUBLIC FORUM
Mr. Mangione asked if there was a benchmark age referenced in the Community Preservation Act when considering an historical restoration project.
2009 APPLICATIONS
The CPC began initial review of the eight funding requests for 2009 Annual Town Meeting.
War Memorial – The funding request is for $105,000. Ms. Morris reported the Committee is waiting to hear whether the Board of Selectmen will designate any money from other trust funds to the restoration project.
Sidewalk & Bike Path – The proposed request is for design purposes in the amount of $56,000. Mr. Kelso questioned whether the CPC should pay for the design plans without knowing whether there were funds available for construction of the path.
Conservation Fund – Mr. Grady reported the request is for $77,450 which would bring the Conservation Fund back up to a $100,000 level.
Tarkiln Community Center – The funding request is for $435,720. It was noted that before the CPC makes a decision it should find out from the Town Manager what portions of the project will be responsibility of Town personnel.
Camp Wing Housing Plan - Mr. Keohan explained this request was for $50,000 for site engineering and design plans for the 3-acre community housing parcel that was part of Camp Wing land acquisition.
Housing Recycling Program – Mr. Keohan explained this request was for $100,000 to establish a fund for costs associated with moving existing dwellings donated to the Town for affordable housing.
Housing Property Acquisition – This funding request of up to $300,000 is for the acquisition of a foreclosed property.
Historical Landmark Survey - Dr. Devnew explained this request for $9,000 was to continue the survey of historical properties.
Brendan Keohan left the meeting at 9:10 a.m.
The Town Manager Richard MacDonald stopped by the meeting at 9:25 a.m. and the CPC asked about the operating and maintenance budget for the Tarkiln Building if it was to reopen. Copies of funding requests will be forwarded to the Town Manager.
PROJECT UPDATE
It was reported the bid opening for the turf field is scheduled for Friday, 10/24/2008.
OTHER BUSINESS
Ms Loring reminded members of Fall Foliage sponsored by the Open Space Committee on 10/26/2008 at Berrybrook Field.
The Volunteer signup sheet was passed around for the Christmas Tree Sale at Jaycox Tree Farm on December 6 & 7.
ADMINISTRATIVE MATTERS
The CPC reviewed draft minutes for the meetings on 9/25/2008 and 10/9/2008. Action was postponed on the 9/25/2008 minutes. Ms. Loring made a motion that was seconded.
Motion: to approve the minutes of the meeting on 10/9/2008 as presented.
Vote: 4 – in favor; 0 – opposed; 1 – abstention (Seewald). Motion passed.
