Community Preservation Committee Meeting
Thursday, September 25, 2008

The Community Preservation Committee (CPC) held a meeting in the Mural Room, Lower Level of the Town Hall on Thursday, September 25, 2008 beginning at 8:00 a.m.  Members present included Chairman Holly Morris, John Bear, Tony Kelso, Brendan Keohan and Sarianna Seewald.  Lynne Devnew and Pat Loring were absent.  Also present were Joe Grady, Conservation Administrator and Frank Mangione from Fiscal Advisory Committee.

PUBLIC FORUM
No subject was brought forth.

EXECUTIVE SESSION (LAND ACQUISITION)
At 8:05 a.m. Mr. Kelso made a motion that was seconded by Ms. Seewald to go into executive session.
Motion:  to go into executive session to consider the taking, purchase, exchange, lease or value of real property which, if discussed outside of this session could have a detrimental effect on the negotiating position of the governing body.  
Vote:  A roll call vote was taken:  5– in favor; 0 – opposed.  Motion passed.  

At 8:25 a.m. Mr. Kelso made a motion that was seconded by Ms. Seewald.
        Motion:  to reconvene into open session.
        Vote:  A roll call vote was taken: 4 – in favor; 0 – opposed.  Motion passed.

PUBLICITY
The CPC discussed progress of news articles for Duxbury Clipper.  A suggestion for a new article was to show the breakdown of all sources of funding for each project.

2009 FUNDING APPLICATIONS
Finances - Mr. Grady reported on an inquiry from the Finance Director as to whether the CPC would consider funding a portion of the Conservation Administrator’s salary rather than a stipend for the work he does on behalf of the CPC.  No vote was taken but the sense of the meeting was that the CPC rather not change the stipend arrangement.  During the discussion Ms. Morris reported on the Town Budget Committee meetings and the CPC discussed why the CPA Fund was created and what were its intended uses.

Housing – Mr. Keohan reported on several possible funding applications being discussed by the Local Housing Partnership.

PROJECT UPDATES
Mr. Keohan reported the Open House Ceremony for the Delano Group Home is scheduled for October 27, 2008.

Grange – Mr. Grady reported that Habitat for Humanities has started fundraising.

Camp Wing Land - Mr. Grady reported that the Town should be hearing soon as to whether it will be receiving a self-help grant.

ADMINISTRATIVE MATTERS
The CPC postponed action on the draft minutes of the last meeting.
