Community Preservation Committee Meeting

The Community Preservation Committee (CPC) held a meeting in the Mural Room, Lower Level of the Town Hall on Thursday, January 31, 2008 beginning at 8:00 a.m. Members present included Chairman Holly Morris, John Bear, Lynne Devnew, Tony Kelso, Brendan Keohan, and Sarianna Seewald (who arrived at 9:15 a.m.). Pat Loring was absent. Also present were Joe Grady, Conservation Administrator, George Wadsworth from the Planning Board, and Frank Mangione from Fiscal Advisory Committee.

LHP HOUSING ARTICLES
Diane Bartlett, Chairman of the Local Housing Partnership updated the CPC on the Housing Assistance Program. Christine Stickney, Planning Director was present for the discussion. Ms. Bartlett explained the reasons for the program. The CPC asked Ms. Bartlett for a copy of the deed rider. Ms. Bartlett asked the CPC to email her any questions regarding the program and she would have the Housing Consultant, Phil Mayfield of OKM Associates provide answers.
Grange – Ms. Bartlett reported on two grant programs the LHP are submitting applications.
CPC FUNDING REQUESTS / TOWN MEETING ARTICLES
Administrative Operating Budget – The CPC discussed whether to increase the amount of funding being requested. Dr. Devnew made a motion that was seconded by Mr. Keohan.
Motion: to set aside 5% of annual total revenue of the CPA fund for the administration operating budget, rounded to the nearest $100.
Vote: 5 – in favor; 0 – opposed. Motion passed.
Ms. Seewald arrived after the vote at 9:15 a.m.
Camp Wing Land Acquisition - The Town has a signed purchase and sale to buy the Camp Wing land for $1,000,000. The CPC discussed associated costs to complete the transaction. Mr. Bear made a motion that was seconded by Dr. Devnew.
Motion: the CPC recommends the purchase of the Camp Wing property for a total expenditure of $1,030,000.
Vote: 6 – in favor; 0 – opposed. Motion passed.
Unpaid Bills – Mr. Grady recommended that the unpaid bills for fiscal year 2007 be paid from the undesignated balance of the CPA Fund rather than the administrative account, since the remaining amount in the administrative account is low. Mr. Kelso made a motion that was seconded by Ms. Seewald.
Motion: to recommend to the Special Town Meeting to pay the unpaid bills from Fiscal Year 2007 from the undesignated balance of the CPA Fund.
Vote: 6 in favor; 0 – opposed. Motion passed.
Tarkiln Community Center – Dr. Devnew reported the architect is looking into the issue raised by the Board of Selectmen regarding the need for a basement. The CPC discussed whether to go forward with the Tarkiln construction article at the Annual Town Meeting or postpone it to a Special Town Meeting in the spring.
CPC PUBLIC HEARING – FEBRUARY 13
The CPC agreed which member would speak on the different Town Meeting articles.
