Community Preservation Committee Meeting
Thursday, November 8, 2007

The Community Preservation Committee (CPC) held a meeting in the Mural Room, Lower Level of the Town Hall on Thursday, November 8, 2007 beginning at 8:00 a.m.  Members present included Chairman Holly Morris, John Bear, Lynne Devnew, Tony Kelso, Brendan Keohan, Pat Loring and Sarianna Seewald.  Also present were Joe Grady, Conservation Administrator, Frank Mangione from the Fiscal Advisory Board and George Wadsworth from the Planning Board.

PUBLIC FORUM
No subject was brought forth.

EXECUTIVE SESSION – POTENTIAL LAND ACQUISTIONS
At 8:05 a.m. Ms. Seewald made a motion that was seconded by Mr. Kelso to go into executive session.
Motion:  to go into executive session to consider the taking, purchase, exchange, lease or value of real property which, if discussed outside of this session could have a detrimental effect on the negotiating position of the governing body.  
Vote:  A roll call vote was taken:  7– in favor; 0 – opposed.  Motion passed.  

At 9:05 a.m. Mr. Kelso made a motion that was seconded by Ms. Loring.
        Motion:  to reconvene into open session.
        Vote:  A roll call vote was taken: 7 – in favor; 0 – opposed.  Motion passed.

PROJECT UPDATES
Tarkiln – Dr. Devnew reported the firm Durland Van Voorhis has been hired to complete the construction plans and specifications.

CPC FUNDING REQUESTS
Ms. Loring asked that members fill-out project criteria forms for all funding applications for discussion at the next CPC meeting.

WORLD WAR I MEMORIAL
Dr. Devnew reported that the Historical Commission questioned whether the World War I Memorial Committee had checked into using any local consulting companies.  Ms. Seewald questioned whether CPC funds should be used.  Ms. Morris reported the Committee is still researching the project.

OTHER BUSINESS
Ms. Loring requested that discussion of signs be placed on the next agenda.

The CPC discussed outreach to the community and placing articles in the Duxbury Clipper.

Mr. Wadsworth presented a chart on CPC expenditures from 2002 – 2008.

Jaycox Tree Farm tree sale is scheduled for December 1 – 2.  Ms. Morris asked for volunteers to help at the sale.


ADMINISTRATIVE MATTERS
The CPC signed a bill for reimbursement for conservation restriction recordings at the Registry.
