Community Preservation Committee Meeting
Thursday, May 10, 2007

The Community Preservation Committee (CPC) held a meeting in the Mural Room, Lower Level of the Town Hall on Thursday, May 10, 2007 beginning at 8:00 a.m.  Members present included Chairman Holly Morris, Nancy Bennett, Tony Kelso, Brendan Keohan, Sarianna Seewald, and George Wadsworth.  Pat Loring was absent. Also present was Joe Grady, Conservation Administrator and Frank Mangione from Fiscal Advisory Committee.

No subject was brought forth.

DUXBURY NEIGHBORHOOD COMMITTEE FUNDING REQUEST
The CPC discussed the Duxbury Neighborhood Committee funding request to purchase parcel 160-065-000 for open space and affordable housing from the current owner, Chafik Hamadeh.  It was noted that Mr. Hamadeh is currently working on a 20-unit development plan known as West Bay Landing for the parcel and has filed a local initiative plan (LIP) for consideration by the Board of Selectmen.  Some questions raised during the discussion included what was the asking price for the parcel; is there a willing seller; and potential additional costs to the Town if the parcel is bought for affordable housing.  Mr. Grady suggested that the CPC use as guides the Town’s Open Space Plan, Comprehensive Plan and Housing Plan.  It was also recommended that the CPC discuss the proposal with the Board of Selectmen and the Local Housing Partnership.  Mr. Wadsworth reported on the Planning Board’s concerns for the West Bay Landing project.

PROJECTS UPDATE
Wright Building – Mr. Grady reported the Town is working on the final punch list.

OTHER BUSINESS
Ms. Morris reported she has not had success in reaching the Chairman of the High School Art Department to discuss the logo for the CPC property signs.

ADMINISTRATIVE MATTERS
The CPC reviewed the minutes of the meeting for 4/26/07.   Mr. Keohan made a motion that was seconded by Mr. Wadsworth.
        Motion:  to approve the minutes of the meeting on 4/26/07 as written.
        Vote:  4 – in favor; 0 – opposed; 2 – abstentions (Bennett, Kelso).  Motion passed.
