Community Preservation Committee Meeting
Thursday, April 26, 2007

The Community Preservation Committee (CPC) held a meeting in the Mural Room, Lower Level of the Town Hall on Thursday, April 26, 2007 beginning at 8:00 a.m.  Members present included Chairman Holly Morris, Brendan Keohan, Pat Loring, Sarianna Seewald, and George Wadsworth.  Nancy Bennett and Tony Kelso were absent. Also present was Joe Grady, Conservation Administrator.

PUBLIC FORUM
Members from the Duxbury Neighborhood Committee, Inc. submitted a funding request application to purchase parcel 160-065-000 off Bay Road.  Michael Fortunato, 78 Indian Trail briefly summarized the proposal.  Other members of the Neighborhood Committee present included George Sjoberg, 39 Soule Ave., Elizabeth Fortunato, and Karen Sager, 5 Torrey Lane.  Mr. Sjoberg noted that the parcel was one of the last remaining undeveloped pieces of the Bradford Farm. Since the application was just received, the CPC will discuss the proposal at its next meeting on May 10, 2006.  Mr. Keohan was appointed CPC contact person for the application.

POLICY GUIDELINES
The CPC reviewed the draft open space criteria and provided comments to Ms. Loring who will incorporate the comments into the next draft.  Several items discussed included impact to watersheds; access to saltwater or ponds; buffer to the Wetland and Watershed District; and longevity of the project.  Ms. Morris suggested a disclaimer that indicates meeting all the criteria does not guarantee approval by the CPC.

OPEN SPACE PLAN ACTION PLAN
The CPC reviewed the five-year action plan from the last Open Space Plan.  Ms. Loring recommended that the CPC add more specific action items to the plan.   Several items discussed included public outreach, advocates for acquisition of open space, housing and historic preservation, and better coordination with other committees.  Ms. Morris and Ms. Loring agreed to work on a draft to bring back to the CPC for review.

OPEN SPACE MAP
Mr. Grady explained the update to the open space map showing conservation lands and points of interest that was last completed in 2000.  CPC sites would be added to the map.  The estimated cost of the update is $4,500 and the printing cost of 5,000 maps is $3,155.  Ms. Loring made a motion that was seconded by Mr. Keohan.
        Motion:  the CPC supports the funding of a new open space map from the CPC portion of the Conservation Fund in the total amount of $7,655.
        Vote:  5 – in favor; 0 – opposed.  Motion passed.

SIGNS
Mr. Grady presented a funding request for signs for parcels purchased by the CPC.  The estimated cost for the signs is $352.50.  It was recommended that a logo for the CPC be added to the sign.  Ms. Morris agreed to check with the Art Department of the High School to see if a student could design a logo.  Ms. Loring made a motion that was seconded by Mr. Keohan.
        Motion: to fund signs for the CPC parcels in the amount of $352.50 from the CPC administrative operating budget.
        Vote:  5 – in favor; 0- opposed.  Motion passed.

PROJECTS UPDATE
Restrictions – Mr. Wadsworth asked about the status of the housing and historic restrictions.  Town Counsel needs to finalize the restrictions.

Delano Housing – Mr. Keohan reported that the group home proposal has gone out to bid and that the work on the existing house will go out to bid in May.

Fish Ladder -   Mr. Grady reported on the fish monitoring program through June 15.

Wright Building – The CPC conducted a site visit at the end of the meeting.

ADMINISTRATIVE MATTERS
The CPC signed a bill from Town Counsel.  It was recommended that the topics should be referenced on the bill.

The CPC postponed action on a bill from Menders, Torrey and Spencer because there was a question regarding printing costs.

The CPC reviewed the minutes of the meeting for 4/12/07.   Ms. Loring made a motion that was seconded by Mr. Keohan.
        Motion:  to approve the minutes of the meeting on 4/12/07 as written.
        Vote:  5 – in favor; 0 – opposed.  Motion passed.

Meeting adjourned at 10:00 a.m.
