Community Preservation Committee Meeting
Thursday, February 1, 2007

The Community Preservation Committee (CPC) held a meeting in the Mural Room, Lower Level of the Town Hall on Thursday, February 1, 2007 beginning at 8:00 a.m.  Members present included Chairman Holly Morris, Nancy Bennett, Tony Kelso, Brendan Keohan, Pat Loring, Sarianna Seewald, and George Wadsworth.  Also present were Frank Mangione, Fiscal Advisory Committee, and Joe Grady, Conservation Administrator.

EXECUTIVE SESSION – POTENTIAL LAND ACQUISTIONS
At 8:00 a.m. Mr. Kelso made a motion that was seconded by Mr. Keohan to go into executive session.
Motion:  to go into executive session to consider the taking, purchase, exchange, lease or value of real property which, if discussed outside of this session could have a detrimental effect on the negotiating position of the governing body.  
Vote:  A roll call vote was taken:  5 – in favor; 0 – opposed.  Motion passed.  Mr. Wadsworth and Ms. Seewald arrived during the executive session.

At 11:16 a.m. Mr. Wadsworth made a motion that was seconded by Ms. Loring.
        Motion:  to reconvene into open session.
        Vote:  A roll call vote was taken: 7 – in favor; 0 – opposed.  Motion passed.

PUBLIC FORUM
Ms. Diane Bartlett, from 200 Franklin Street and a past member of CPC, voiced her concerns regarding the turf field funding application.

ANNUAL PUBLIC INFORMATION MEETING
The CPC reminded the audience that the informational hearing is an opportunity for the public to express their opinions regarding town meeting projects and activities of the CPC.

TURF FIELD FUNDING APPLICATION
The CPC reviewed financial figures.  John Madden, Finance Director and proponents for P.R.I.D.E. Inc were present for the discussion.  George Cipolletti and John Heinstadt from the School Committee and Selectman Andre Martecchini were also present for the discussion.  Ms. Morris read an email from bond council regarding borrowing.  Ms. Morris questioned the need for 2 turf fields.  Mr. Wadsworth asked how many other towns who have built turf fields used CPA funds.  Other issues discussed were whether this project is maintenance or creating new recreation opportunities; use of the current fields; need of an easement if use CPA funds; amount of funding request and whether the applicant would consider a lesser amount.  Mr. Ed McGlinchey voiced his concerns on the proposal particularly with the amount of money being requested.

TOWN MEETING ARTICLES
The CPC reviewed the town meeting articles but postponed votes until after the public hearing on 2/13/2007.
PROJECTS UPDATE
Housing – Mr. Keohan updated the CPC on a workshop with the housing consultant and the Local Housing Partnership.


ADMINISTRATIVE MATTERS
The CPC signed a bill for legal services from Town Counsel.
