Community Preservation Committee Meeting
Thursday, October 5, 2006

The Community Preservation Committee (CPC) held a meeting in the Mural Room, Lower Level of the Town Hall on Thursday, October 5, 2006 beginning at 8:00 a.m.  Members present included Chairman Holly Morris, Nancy Bennett, Tony Kelso, Brendan Keohan, Pat Loring, and George Wadsworth.  Sarianna Seewald was absent.  Also present was Frank Mangione, Fiscal Advisory Committee and Joe Grady, Conservation Administrator.

PUBLIC FORUM
No subject was brought forth.

SPECIAL TOWN MEETING ARTICLES
Grange - Planning Director Christine Stickney updated the CPC on the project.  She reviewed the proposed articles for the Special Town Meeting and indicated the Local Housing Partnership (LHP) would be meeting with the Board of Selectmen at their meeting on October 10, 2006 to finalize the purchase & sale.  Ms. Stickney reported rehabilitation of the Grange is estimated at $200,000 and that LHP has applied for a grant with DHCD.  Mr. Wadsworth suggested that an article be placed on the warrant for the Special Town Meeting for plans and specs.  Ms. Stickney noted they were also looking into the National Historic Trust Fund for funding for plans & specs.

Article 14: Reallocation of open space reserves for Nudd & Loring Purchase – It was reported that this article was submitted by the Finance Director, John Madden.  The CPC postponed discussion until Mr. Madden could be present.

REORGANIZATION
The CPC discussed reorganization.  It was recommended that a new position of Treasurer be added to deal with the finances and work with the Finance Department.  Mr. Keohan made a motion that was seconded by Mr. Kelso.
Motion:  to nominate Holly Morris as Chairman, Pat Loring as Vice-Chair, and George Wadsworth as Treasurer.
Vote:  6 – in favor; 0 – opposed.  Motion passed.

TARKILN COMMUNITY CENTER
The CPC discussed the architect’s report.  Mr. Wadsworth noted that a funding application should be filed before the October 15 deadline for plans and specs.  Ms. Loring asked if there have been any efforts by the Historical Commission for grant money.  Ms. Bennett reported it is under review by MA Historic Commission for National Historic status and endangered building status.  Mr. Wadsworth commented it’s important for the Historical Commission to have all its information together and show good reason for going forward with the project.  Mr. Kelso noted that Tarkiln is the only building that functions as a community center for that side of town and Duxbury is losing smaller buildings to bulldozers.

PROJECT UPDATES
Delano - Mr. Wadsworth reported that the plan for the transfer of land with the Water Department has been recorded.  Ms. Loring noted the conservation restriction has been recorded.

Delano Housing - Mr. Keohan reported on the status of the two housing projects on the Delano property.  The work on the existing house is expected to go out to bid shortly and the building permit for the 689 project should be applied for soon.  He commented that the housing consultant may be able to draw up the housing restriction.

Loring & Nudd Land Acquisitions – It was reported that the Town is waiting for the completion of the surveyed plan before the acquisitions are finalized.

ADMINISTRATIVE MATTERS
The CPC reviewed the minutes of the meeting on 9/21/06.  Ms. Loring made a motion that was seconded by Mr. Wadsworth.
        Motion: to approve the minutes of the meeting on 9/21/06 as written.
        Vote:  5 – in favor; 0 – opposed; 1 – abstentions (Kelso).  Motion passed.
