Community Preservation Committee Meeting

The Community Preservation Committee (CPC) held a meeting in the Mural Room, Lower Level of the Town Hall on Thursday, August 17, 2006 beginning at 8:00 a.m. Members present included Chairman Holly Morris, Nancy Bennett, Tony Kelso, Brendan Keohan, Pat Loring, Sarianna Seewald, and George Wadsworth. Also present was Frank Mangione, Fiscal Advisory Committee.
PUBLIC FORUM
Frank Mangione asked if the Tarkiln project would be brought to a Special Town Meeting in the Fall and suggested that project information be distributed as early as possible.
OPEN SPACE QUESTIONNAIRE
Ms. Loring reported the Open Space Plan expires in six months and that someone, other than the CPC needs to take charge of the project. A question was raised if the Town should consider a consultant to complete the plan. It was suggested that Ms. Morris, Ms. Loring, the Conservation Administrator, and Chairman of the Open Space Committee meet to discuss a task timeline. It was also suggested that the Special Town Meeting may be a place to distribute the open space questionnaire.
PROJECTS UPDATE
Tarkiln Community Center – Ms. Bennett reported that the Historical Commission met with the architect, Lynne Spencer, and reviewed the bare bone restoration plan. Mr. Wadsworth recommended that the CPC wait to discuss the project until they receive a recommendation from the Historical Commission and the architect’s final report. It was recommended that a joint meeting with the architect, Historical Commission and the Board of Selectmen be scheduled. Ms. Bennett will check with the architect and Historical Commission for their availability for the next CPC meeting on September 7.
Island Creek Fish Ladder – Since Mr. Grady was not present Mr. Wadsworth reported on his site visit.
Housing Consultant – The selection process will start next week.
Delano Housing - Mr. Keohan reported that the Housing Authority is meeting with the Board of Selectmen to review the final plans for the 689 House. He also reported that since the bids for restoring the existing Delano house were high, DHCD is looking into costs to teardown the structure and build a new dwelling.
GIS – A GIS presentation is scheduled for the CPC meeting on September 7.
Jaycox Conservation Restriction – Ms. Loring reported the CR has been recorded at the Registry of Deeds.
Ms. Bennett left the meeting at 9:05 a.m.
Administrative Matters
The CPC reviewed minutes of the meetings on 7/13/06 and 7/27/06. The CPC postponed action on the minutes for 7/13/06 for lack of quorum for those who attended that meeting. Mr. Keohan had a revision to the minutes for 7/27/07 that noted that DHCD is considering tearing down the Delano house as opposed to renovating it. Mr. Kelso made a motion that was seconded by Mr. Wadsworth.
Motion: to approve the minutes of the meeting on 7/27/06 as amended.
Vote: 4 – in favor; 0 – opposed; 2 – abstentions (Loring, Seewald)
EXECUTIVE SESSION – POTENTIAL LAND ACQUISTIONS
At 9:16 a.m. Mr. Kelso made a motion that was seconded by Ms. Loring to go into executive session.
Motion: to go into executive session to consider the taking, purchase, exchange, lease or value of real property which, if discussed outside of this session could have a detrimental effect on the negotiating position of the governing body.
Vote: A roll call vote was taken: 6 – in favor; 0 – opposed. Motion passed.
At 9:35 a.m. Mr. Kelso made a motion that was seconded by Ms. Loring.
Motion: to reconvene into open session.
