Community Preservation Committee Meeting
Thursday, May 25, 2006

The Community Preservation Committee (CPC) held a meeting in the Mural Room, Lower Level of the Town Hall on Thursday, May 25, 2006 beginning at 8:00 a.m.  Members present included Chairman Holly Morris, Nancy Bennett, Tony Kelso, Brendan Keohan, Sarianna Seewald, and George Wadsworth. Pat Loring was absent.  Also present was Joe Grady, Conservation Administrator.

PUBLIC FORUM
No subject was brought forth.

OPEN SPACE QUESTIONNAIRE
Ms. Morris reported the Open Space Plan needs to be updated in 2007 and part of that update includes a questionnaire.  She asked members to think of questions.   Several topics for questions included purchase of wetlands/back land or developable land; active management of the open space (timber, bog harvest); should funds for CPA be spent equally between its 3 legs of open space, historical, and housing.  Mr. Wadsworth commented it would be beneficial to present background information and facts regarding CPA before asking questions.  Mr. Kelso noted that there are non-profits who are large land holders and thought there should be a question regarding a program for outright purchase or conservation restrictions on those properties.  The CPC will continue discussion on the questionnaire at the next meeting.

CPC GOALS AND PLANNING
The CPC discussed how to address the goals and means of reporting activities of the CPC.  Ms. Morris reported after reviewing the Town of Bedford’s web page she thought it would be beneficial to update the CPC web page.

CONSULTANT STIPEND
The CPC discussed a stipend for Mr. Grady who is the administrative representative on many of the CPC projects.  The CPC requested Mr. Grady submit a written proposal identifying tasks and time.

UPDATE ON WRIGHT BUILDING
Ms. Morris reported on the meeting with the Board of Selectmen and the Youth Group.  The CPC asked that a walk-thru of the building be arranged for after the meeting on June 8.

PROJECTS UPDATE
Island Creek Fish Ladder – A pre-construction meeting was held and work will begin after June 15.

Delano Housing – Mr. Keohan reported that the Housing Authority is meeting with the Department of Housing & Community Development to review final plans for the two housing projects.

Tarkiln Community Center – Ms. Bennett reported that the Historical Commission is holding an informational meeting on May 31, 2006 at Tarkiln to discuss the project with residents and user groups.

Bluefish River Fire House – Ms. Bennett reported the 100th anniversary celebration is scheduled for Friday, June 30, 2006 at 2:00 p.m.

Housing Restrictions – Ms. Morris is to send a memo to Town Counsel.

OTHER BUSINESS
The CPC reviewed a letter from the Department of Revenue in response to a letter from Ms. Morris regarding revenues generated from land purchased with CPA funds.  The letter indicated that revenues should go to the General Fund.

ADMINISTRATIVE MATTERS
The CPC reviewed the minutes of the meeting on May 11, 2006.  Mr. Wadsworth made a motion that was seconded by Mr. Kelso.
        Motion:  to accept the minutes of the meeting on May 11, 2006 as written.
        Vote:  5 – in favor; 0 – opposed; 1 abstention (Bennett).  Motion passed.

The CPC signed bills from the architect for the Tarkiln project and from Town Counsel for legal services.
