Community Preservation Committee Meeting
Thursday, March 2, 2006

The Community Preservation Committee (CPC) held a meeting in the Mural Room, Lower Level of the Town Hall on Thursday, March 2, 2006 beginning at 8:00 a.m.  Members present included Chairman Holly Morris, Nancy Bennett, Tony Kelso, Brendan Keohan, Pat Loring, Sarianna Seewald, and George Wadsworth.  Also present were Joe Grady, Conservation Administrator and Frank Mangione from Fiscal Advisory Committee.

PUBLIC FORUM
No subject was brought forth.

SITE WALK – The CPC scheduled a site walk for residents to view the Nudd and Loring properties for March 4, 2006.

CPC REPRESENTATIVE TO WRIGHT BUILDING CONSTRUCTION MEETINGS – Nancy Bennett was appointed as the representative to attend the weekly construction meetings.

TOWN MEETING ARTICLES
Article 26 – Ms. Morris explained the reasons why the purchase of parcel 020-500-005 was originally taken from the general reserves of the CPA Fund rather than the housing reserves.  Ms. Loring made a motion that was seconded by Mr. Kelso.
        Motion:  the CPC recommends indefinite postponement of Article 26.
        Vote:  7 – in favor; 0 – opposed.  Motion passed.

Article 30 – Ms. Morris reported that Town Counsel and Town Moderator recommended that this article be postponed until the Town knew the two pieces of land being exchanged.  Ms. Loring made a motion that was seconded by Mr. Wadsworth.
        Motion:  the CPC recommends indefinite postponement of Article 30.
        Vote:  7 – in favor; 0 – opposed.  Motion passed.

TARKILN COMMUNITY CENTER PROJECT
Members of the Historical Commission updated the CPC on the Tarkiln project and the work being done by Lynne Spencer from Menders, Torrey & Spencer.  Members of the Historical Commission included Chairman Susannah Sheehan, Norman Tucker, Terry Vose and Barbara Kiley.  The CPC supported the proposed scheme for combined uses of the structure for housing and community center.  It was recommended that the Historical Commission report to the Annual Town Meeting and consider holding a public information forum to update the users of the building.

PROJECTS UPDATE
Delano Water Department Land Transfer – Mr. Wadsworth reported the public hearing with the Planning Board for the subdivision plan is scheduled for March 6, 2006

ADMINISTRATIVE MATTERS
The CPC reviewed the minutes of the meeting on 1/19/06.  Mr. Kelso made a motion that was seconded by Ms. Loring.
        Motion:  to accept the minutes of the meeting on 1/5/06 as written
        Vote:  5 – in favor; 0 – opposed; 2- abstention (Keohan, Seewald).  Motion passed.

The CPC reviewed a bill submitted from Menders, Spencer & Torrey.  Ms. Loring made a motion that was seconded by Mr. Keohan.
Motion:  to approve payment of the bill for $3,563.00 dated February 2006.
Vote:  7 – in favor; 0 – opposed.  Motion passed.

The CPC signed a bill for a public hearing notice in the Duxbury Clipper.
