Community Preservation Committee Meeting
Thursday, January 5, 2006

The Community Preservation Committee (CPC) held a meeting in the Mural Room, Lower Level of the Town Hall on Thursday, January 5, 2006 beginning at 8:00 a.m.  Members present included Chairman Holly Morris, Nancy Bennett, Tony Kelso, Brendan Keohan, Pat Loring, and George Wadsworth.  Sarianna Seewald was absent. Also present were Joe Grady, Conservation Administrator, Christine Stickney, Planning Director, and Frank Mangione from Fiscal Advisory Committee.

PUBLIC FORUM
No subject was brought forth.

ISLAND CREEK FISH LADDER
Mr. Grady updated the CPC on the project and provided the projected budget for the project.  He indicated that the consultant, Robert Fultz had to do additional work on the project as a result of the initial bid proposal exceeding available funding.  Mr. Fultz has been applying for grant funds for the project   Mr. Grady asked if the CPC would consider paying Mr. Fultz’s additional work from the CPC administrative budget.  Mr. Kelso made a motion that was seconded by Ms. Loring.
        Motion:  to approve the expenditure of $2,798.89 from the administrative budget for consulting services from Robert Fultz for the Island Creek fish ladder project.
        Vote:  6 – in favor; 0 – opposed.  Motion passed.

PROJECTS UPDATE
Wright Building – Mr. Grady updated the CPC on the construction project and asked if the CPC would be interested in a site visit.  A site visit will be scheduled for the end of a CPC meeting.  

Ms. Stickney reported on why the Town did not receive a grant from MA Historical Commission.

Tarkiln Building – There was nothing new to report.

Bluefish River Firehouse – Ms. Bennett updated the CPC on the private fund raising.

Delano Property – Housing – Mr. Keohan reported on the status of the two housing projects on the Delano property.  He indicated that the Housing Authority is waiting for the State (DHCD) to approve the funding estimates to complete the two projects.

Delano Property – Water Dept. Land Transfer – Mr. Wadsworth reported the proposed subdivision plan has been drafted and the Planning Board will be holding a public hearing.

Housing Restrictions – Mr. Wadsworth questioned the status of housing restrictions on the Congress Street and Delano properties.  Town Counsel needs to be contacted.

TOWN MEETING WARRANT ARTICLES
Housing Consultant – Christine Stickney, Planning Director and Diane Bartlett from the Local Housing Partnership reported on their meeting with the Planning Board.  It was reported that there will be only one warrant article and that the two boards reviewed the responsibilities of the housing consultant.

Chandler Street Baseball Field – Ms. Morris reported she had spoken with the applicant, David Walker and explained the reasons for postponing action on the proposal until next year.   Mr. Wadsworth volunteered to work with the applicant.

EXECUTIVE SESSION – POTENTIAL LAND ACQUISTIONS
At 8:45 a.m. Mr. Kelso made a motion that was seconded by Ms. Loring to go into executive session.
Motion:  to go into executive session to consider the taking, purchase, exchange, lease or value of real property which, if discussed outside of this session could have a detrimental effect on the negotiating position of the governing body.  
Vote:  A roll call vote was taken:  6 – in favor; 0 – opposed.  Motion passed.

At 9:35 a.m. Mr. Kelso made a motion that was seconded by Ms. Loring to reconvene into open session.
        Motion:  to reconvene into open session.
        Vote:  A roll call vote was taken: 6 – in favor; 0 – opposed.  Motion passed.
