Community Preservation Committee Meeting

The Community Preservation Committee (CPC) held a meeting in the Mural Room, Lower Level of the Town Hall on Thursday, October 13, 2005 beginning at 8:00 a.m. Members present included Chairman Holly Morris, Nancy Bennett, Tony Kelso, Brendan Keohan, Sarianna Seewald and George Wadsworth. Pat Loring was absent. Also present were Joe Grady, Conservation Administrator and Frank Mangione from Fiscal Advisory Committee.

SCHEDULE A4
The Town Accountant, Sheryl Strother explained the Schedule A4 which is sent to the Department of Revenues. Mr. Wadsworth questioned the dollar amount for the Delano land transfer to the Water Department. Ms. Strother indicated the figure would be revised once all the bills for the project had been submitted. Mr. Kelso made a motion that was seconded by Mr. Keohan.
Motion: to approve Schedule A4 as written.
Vote: 5 – in favor; 0 – opposed. Motion passed.
Ms. Seewald arrived at the meeting after the vote.
DUXBURY BASEBALL, CHANDLER STREET FIELD
Representing the applicant were David and Michael Walker. Mr. David Walker explained the proposal which was to renovate the infield at the Chandler Street baseball field for safety reasons. The total cost of the project is $61,365; however the applicant is requesting $30,000 from the CPA Fund. When asked if any private funding had been done, Mr. Walker indicated that several of the baseball organizations have committed to some funding. Mr. Wadsworth asked that the applicant show a budget breakdown and indicate which costs are being contributed by each group. It was noted that the project may require the Town to go through the bidding process and it was suggested that the applicant speak with the Town Manager and the Recreation Director.
LOCAL HOUSING PARTNERSHIP COMMITTEE PROPOSAL
The Planning Director, Christine Stickney and Diane Bartlett from the Local Housing Partnership (LHP) were present for the discussion. Ms. Stickney reported the LHP voted to request funding of the housing consultant’s position at $30,000 for a part-time position up to 20 hours per week. She indicated the position would be a contract position with no town employee benefits. Mr. Wadsworth recommended that Ms. Stickney keep track of the amount of her time spent weekly on affordable housing. Mr. Mangione asked what happens to the position in the second year. Ms. Stickney indicated that part of the consultant’s responsibility would be to go after grants.
PROJECTS UPDATE
Tarkiln Community Center
Ms. Bennett reported members of the Historical Commission did a walk through of the building. Ms. Morris reported on an email from Lynn Spencer regarding her site visit. It was suggested that the Historical Commission meet with Ms. Spencer. Mr. Kelso raised the issue of adequate funding for Ms. Spencer’s work with the Historic Commission. It was recommended that the Historical Commission and the CPC meet.
Delano Land Transfer – There was nothing new to report.
Delano Housing – Mr. Keohan reported the septic system at the existing house had failed and that the project had a new project leader who the Housing Authority would be meeting. Mr. Wadsworth suggested that the Housing Authority collaborate with the surveyor doing the subdivision plan for the Water Department for the plan for the housing components on the property.
Wright Building – It was reported the construction bid had been awarded to BC Construction Co.
Bluefish River Fire House – Ms. Bennett gave a status report regarding fundraising and indicated the project should be started in the spring.
OTHER BUSINESS
Alden Kindred - Alden House application – Ms. Morris reported the Alden Kindred had sent a letter regarding reimbursement, if the property was ever sold.
ADMINISTRATIVE MATTERS
The CPC reviewed the draft minutes of the meeting on 9/29/05. Mr. Wadsworth asked for more detail in the report for the Delano Land Transfer. The CPC postponed action on the minutes until the next meeting because of the lack of quorum.
The CPC signed a bill for the surveyed plan of Tarkiln Community Center.
