Community Preservation Committee Meeting
Thursday, September 1, 2005

The Community Preservation Committee (CPC) held a meeting in the Mural Room, Lower Level of the Town Hall on Thursday, September 1, 2005 beginning at 8:00 a.m.  Members present included Chairman Holly Morris, Nancy Bennett, Tony Kelso, Pat Loring, Sarianna Seewald, and George Wadsworth.  Brendan Keohan was absent.   Also present were Joe Grady, Conservation Administrator and Frank Mangione from Fiscal Advisory Committee.

TARKILN BUILDING
Ms. Lynne Spencer from Menders, Torrey and Spencer was present for the discussion as were Terry Vose and Norman Tucker from the Duxbury Historical Commission.  Ms. Spencer described existing conditions of the building and discussed two conceptual floor plan options. Ms. Morris asked about parking capacity and Ms. Spencer indicated that further study was necessary.  Mr. Wadsworth questioned if the building could be a possible location for the Recreation Department.  Ms. Morris will check with the Recreation Director, Gordon Cushing.  Mr. Wadsworth asked the members of the Historical Commission to advise the CPC on the historical significance of the building and reasons why the Town should preserve the building.  Ms. Loring commented that the Town has 3 options for the building: renovation, do nothing/patchwork repair, or demolition now.  Mr. Mangione noted that having a business plan for the building would be a useful tool to justify the renovation.  Mr. Wadsworth asked Mr. Vose and Mr. Tucker if the Historical Commission would consider being the advocates for this project.  Ms. Morris noted that the Board of Selectmen should be involved in the process.

Ms. Loring left the meeting at 9:30 a.m.

PROJECTS UPDATE
Wright Building – Mr. Grady reported that Town Counsel is reviewing the bids.

Island Creek Fish Ladder -  Mr. Grady reported that the contract with the consultant Robert Fultz has been amended for $5,000 and that the taskforce is moving forward and plans to re-bid the project this winter.

Delano Property – Mr. Wadsworth reported that the Water Department hopes to have a draft subdivision plan by early fall.

ADMINISTRATIVE MATTERS
The CPC reviewed the draft minutes of the meeting on 8/18/05.  A misspelling of the Tarklin architect was noted.  Mr. Wadsworth made a motion that was seconded by Mr. Kelso.
        Motion:  to accept the minutes of the meeting on 8/18/05, as corrected.
        Vote:  5 – in favor; 0 – opposed.  Motion passed.
