Community Preservation Committee Meeting
Thursday, March 10, 2005


The Community Preservation Committee (CPC) held a meeting in the Mural Room, Lower Level of the Town Hall on Thursday, March 10, 2005 beginning at 8:00 a.m.  Members present included Chairman Holly Morris, Nancy Bennett, Tony Kelso, Brendan Keohan, Sarianna Seewald and George Wadsworth. Pat Loring arrived at 8:50 after the discussion on the Annual Town Meeting articles.   Also present were the Conservation Administrator, Joe Grady and Frank Mangione from the Fiscal Advisory Committee.

No subject was brought forward.

ANNUAL TOWN MEETING ARTICLES
The CPC reviewed the CPC sponsored articles for the Annual Town Meeting.

Article 5 – Operating Budget
Mr. Wadsworth made a motion that was seconded by Ms. Bennett.
        Motion: the CPC recommends $48,950 for the operating budget for FY 2006.
        Vote:  6 – in favor; 0 – opposed.  Motion passed.

Article 15 – 10% Allocation
Mr. Keohan made a motion that was seconded by Mr. Kelso.
        Motion:  The CPC recommends that $192,000 be allocated to each of the three purposes of open space, historical preservation, and community housing.
        Vote: 6 – in favor; 0 – opposed.  Motion passed.

Article 16 – Wright Building
The CPC reviewed the proposed costs.  Mr. Wadsworth made a motion that was seconded by Mr. Kelso.
        Motion:  The CPC recommends funding $2,976,816 for restoration of the Town of Duxbury Wright Building.
        Vote:  6 – in favor; 0 – opposed.  Motion passed.

Article 17 - Bluefish River Fire Station
CPC recommendation was previously voted.  No further discussion.

Article 18 – Town Green Irrigation System
CPC recommendation was previously voted.  No further discussion.





SPECIAL TOWN MEETING ARTICLES
Pat Loring arrived during the discussion.  
Article 6 – Transfer of Funding – Delano Property/Future Water Supply
The CPC reviewed the reasons for going forward with this proposal.  Mr. Wadsworth made a motion that was seconded by Ms. Loring.
        Motion:  that the CPC recommends to Town Meeting the transfer of a portion of the Delano parcel to the Water Department for water supplies for a total cost of $130,000.
        Vote:  7 – in favor; 0 – opposed.  Motion passed.

Article 7 – Unanticipated Legal Expenses – Jaycox Property
Ms. Loring made a motion that was seconded by Mr. Kelso.
        Motion:  the CPC recommends the transfer of $8,000 from the CPA Fund’s unreserved balance for the purpose of paying unanticipated legal expenses associated with the Jaycox purchase to the account for Article 8 of the June 14, 2004 Special Town Meeting.
        Vote:  7 – in favor; 0 – opposed.  Motion passed.

TOWN MEETING PRESENTATION
The CPC reviewed the presentation for the Town Meeting articles.

ADMINISTRATIVE MATTERS
The CPC signed an expense bill.
