Community Preservation Committee Meeting
Friday, January 28, 2005


The Community Preservation Committee (CPC) held a meeting in the Mural Room, Lower Level of the Town Hall on Friday, January 28, 2005 beginning at 8:00 a.m.  Members present included Chairman Holly Morris, Tony Kelso, Pat Loring, Sarianna Seewald and George Wadsworth. Nancy Bennett and Brendan Keohan were absent. Also present were the Conservation Administrator, Joe Grady; Selectman Betsy Sullivan; Frank Mangione from the Fiscal Advisory Committee; and three members of the Finance Committee, Maxene Armour, Virginia Dunbar, and Mark Mahoney.

WRIGHT BUILDING
Representing the Duxbury Rural & Historical Society (DRHS) for this discussion were Patrick Browne and Lee Kennedy.  No one from the Student Union Group was present.  Items discussed included what will be covered by the CPA, what is not covered, and the timetable.  Status of the lease agreements between the two user groups was asked and Ms. Sullivan indicated there has been no discussion regarding the leases.  Members of the Fiscal Advisory and Finance Committees indicated they would like more detail on the leases.  When asked about private funding, Mr. Kennedy indicated he was confident that the DRHS had the funds.

BLUEFISH RIVER FIREHOUSE
The CPC discussed the renovation/repair of the Bluefish River Firehouse as a potential warrant article.  Mr. Kelso reported that the Historical Commission has documented the structure was constructed in 1906 and moved to its present location in 1908.  It was reported that neighbors have been complaining about the condition of the building.  The CPC agreed it needed more specific cost figures for the proposed work.  Ms. Loring suggested a home inspection be done.  Ms. Loring made a motion that was seconded by Mr. Wadsworth.
Motion:  to spend up to $400 from the CPC administrative budget for a home inspection of the Bluefish River Firehouse.
Vote:  5 – in favor; 0 – opposed.  Motion passed.

Ms. Bennett was assigned the CPC contact person for the project.

LIBRARY WALL RESTORATION PROJECT
Ms. Loring reported that her research has shown that this project is not eligible for CPA funds.  Ms. Loring made a motion that was seconded by Mr. Wadsworth.
        Motion:  the CPC does not support this project with CPA funds.
        Vote:  5 – in favor; 0 – opposed.  Motion passed.
The CPC recommended this article be removed from the Town Meeting Warrant.


TOWN MEETING WARRANT ARTICLES
The CPC reviewed the both the Annual and Special Town Meeting Warrant articles and assigned members to speak on the articles.  Mr. Wadsworth will handle the articles for the Special Town Meeting.

Mr. Wadsworth made a motion that was seconded by Ms. Loring.
Motion: that the CPC operating budget be at the amount equal to 5% of state reimbursement and 5% of the anticipated tax receipts.
Vote:  5 – in favor; 0 – opposed.  Motion passed.

Ms. Loring made a motion that was seconded.
        Motion: the CPC recommends indefinitely postponing the open space acquisition article.
        Vote:  5 – in favor; 0 – opposed.  Motion passed.

The CPC postponed action on the article for the Town Green Enhancement project until it could meet with the Town Green Committee. Ms. Loring was assigned this warrant article.

Ms. Bennett was assigned the warrant article for the Bluefish River Firehouse.

ADMINISTRTIVE MATTERS
The CPC signed an expense bill.
