Community Preservation Committee Meeting
Thursday, October 21, 2004


The Community Preservation Committee (CPC) held a meeting in the Mural Room, Lower Level of the Town Hall on Thursday, October 21, 2004 beginning at 8:00 a.m.  Members present included Chairman Holly Morris, Nancy Bennett, Tony Kelso, Brendan Keohan, Pat Loring and George Wadsworth.  The Conservation Administrator, Joe Grady was also present.

TOWN GREEN ENHANCEMENT PROJECT
Present for the discussion were Phyllis Erickson, President of the Community Garden Club, Peter Buttkus from Duxbury DPW, and Jessica Schultz from the Wildlands Trust.  Ms. Erickson explained the proposed project to enhance the Town Green off Washington Street.  Mr. Buttkus estimated the cost of the work to be approximately $45,000.  Ms. Morris commented that the CPC would have to review the Community Preservation Act (CPA) to determine if this type of project could be funded with CPA funds.    Mr. Wadsworth commented that the proposal should consider dual sources of funding, possibly CPC and Duxbury DPW.  Ms. Loring was appointed the liaison for the CPC with the Town Green Project Committee.

PROJECTS UPDATE
Jaycox Property – Mr. Grady reported on the progress of the project and the lawsuit.   Ms. Loring suggested that it may be beneficial for Town Counsel to discuss the legal aspect regarding Chapter 61 lands with town boards.  Ms. Loring also recommended that this project be used as an example for the CPA Coalition.

Wright Building – Ms. Morris reported on the public forum that took place on Tuesday, October 19, 2004 with the architect.  

Delano Wellsite – Mr. Wadsworth reported on a meeting with the Water Superintendent, Paul Anderson and DPW Director, Tom Daley regarding the transfer of the Delano wellsite parcel to the Water Department.  Ms. Morris will send a memo to Mr. Anderson and Mr. Daley stating the CPC position on the project.

BUDGET/ANNUAL REPORT
Ms. Morris recommended the full 5% for the administrative budget.

OTHER BUSINESS
The CPC discussed appointments.  Mr. Wadsworth made a motion that was seconded by Mr.Keohan.
        Motion:  to nominate Holly Morris as Chairman of the CPC.
        Vote:  5 – in favor; 0 – opposed; 1- abstention (Morris).  Motion passed.

Ms. Morris made a motion that was seconded by Mr. Kelso.
        Motion:  to nominate George Wadsworth as Vice-Chairman of the CPC.
        Vote:  5 – in favor; 0 - opposed; 1- abstention (Wadsworth).  Motion passed.

ADMINISTRATIVE MATTERS
The CPC signed expense bills.
