Community Preservation Committee Meeting
Thursday, June 3, 2004

The Community Preservation Committee (CPC) held a meeting in the Mural Room, Lower Level of the Town Hall on Thursday, June 3, 2004 beginning at 8:00 a.m.  Members present included Chairman Holly Morris, Jody Hall, Tony Kelso, Pat Loring, Arthur Vautrain, and George Wadsworth. Brendan Keohan was absent. Joe Grady, Conservation Administrator was also present.

No subject was brought forward.

JAYCOX
It was reported that the Board of Selectmen voted against the proposed purchase but that the Planning Board, Conservation Commission and Finance Committee voted in favor of the purchase.  The CPC reviewed the interests that would be protected with the purchase of the property.  Mr. Grady noted that the proposal being offered by the West Street Family Trust for the back land would have little value to the environmental interests the Town is trying to protect.  Ms. Morris pointed out that the 1969 Comprehensive Plan also identified this parcel as an important open space link to the Town.

WRIGHT BUILDING
It was reported the estimated construction costs would be $1.4 million so the funding request for article 7 would be $150,000.  The CPC discussed indefinitely postponing article 6 regarding use designation for the building and incorporating that discussion into article 7, regarding funding construction plans and specifications.  Mr. Vautrain made a motion that was seconded by Ms. Loring.
        Motion:  the CPC recommends indefinitely postponing article 6 and to roll in discussion of use to article 7.
The motion was discussed and Mr. Grady recommended postponing the vote until the CPC had checked with the Moderator that adding use discussion to article 7 was not beyond the scope of the article.  Mr. Vautrain withdrew his motion.

DELANO LAND TRANSFER
It was reported that the CPC was waiting for an opinion from Town Counsel and information from DEP regarding the conservation restriction.

FINANCES
The CPC reviewed the presentation of the CPA finances at the Special Town Meeting.

ADMINISTRATIVE MATTERS
The CPC signed bills for legal services from Town Counsel and a perc test at the Jaycox property.
