Community Preservation Committee Meeting
Thursday, May 20, 2004

The Community Preservation Committee (CPC) held a meeting in the Mural Room, Lower Level of the Town Hall on Thursday, May 20, 2004 beginning at 8:00 a.m.  Members present included Chairman Holly Morris, Jody Hall, Brendan Keohan, Tony Kelso, , Arthur Vautrain, and George Wadsworth. Pat Loring was absent. Joe Grady, Conservation Administrator was also present.

RECREATION IMPROVEMENT AT KEENE STREET MULTI-PURPOSE FIELD
Ms. Morris reported that the proponents had met with the Board of Selectmen and that the Board was in favor of the project.  Mr. Vautrain commented that the CPC had originally funded the project and felt it important to assure completion of the project.  Mr. Vautrain made a motion that was seconded by Mr. Wadsworth.
        Motion:  that the CPC recommends funding of $70,000 from the unallocated CPA fund for recreation purposes, the completion of the multi-purpose field on Keene Street.
        Vote:  6 - in favor; 0 - in favor.  Motion passed.

HERRING RUN FISH LADDER
It was reported that water quality testing would be done in August.  Mr. Wadsworth commented that he conceptually supported the project, but preferred correcting the road runoff issue first.  Mr. Vautrain commented that the Baywide Management Committee has fully studied the proposal and that they should be given the opportunity to present the proposal to Town Meeting.  The CPC discussed which CPA allocated purposes funding should be taken.  Ms. Hall made a motion that was seconded by Mr. Vautrain.
        Motion: the CPC recommends expenditure of $70,000 plus costs associated with borrowing, from CPA fund for recreation and historical purposes, pending approval by the Historical Commission and Town Counsel.
        Vote:  5 - in favor; 1 - opposed (Wadsworth).  Motion passed.

TARKILN BUILDING
The CPC reviewed the reasons for bringing forward this article.  Mr. Wadsworth made a motion that was seconded by Mr. Keohan.
        Motion: the CPC recommends funding of $35,000 from the CPA fund for historic purposes, the historical/architectural study of the Tarkiln Building.
        Vote: 6 - in favor; 0 - opposed.  Motion passed.

USE DESIGNATION OF WRIGHT BUILDING
The CPC reviewed the potential uses for the building.  It was noted that any use of the building needs to be consistent with the historic preservation of the building.  Mr. Vautrain made a motion that was seconded by Mr. Wadsworth.
        Motion:  the CPC recommends that the Town's use of the Wright Building be consistent with the historic preservation of the entire Wright Building.
        Vote:  6 - in favor; 0 - opposed.  Motion passed.

WRIGHT BUILDING - FUNDING FOR CONSTRUCTION DRAWINGS/BIDDING PROCESS
The CPC delayed action on this article since they don't have the final funding request figure.

JAYCOX PROPERTY
The CPC reviewed the reasons for acquiring the entire parcel, which included wetland protection, well-head protection, corridor for wildlife, purchase consistent with the goals of the Open Space Plan, potential development of parcel.  The CPC also reviewed the appraisal.  The CPC discussed recommending the Town purchase the entire parcel contingent on the parcel supporting two buildable lots.  Mr. Wadsworth made a motion that was seconded by Mr. Vautrain.
        Motion:  the CPC recommends the Town exercise its right under Chapter 61 to purchase the Jaycox parcel using $600,000 plus costs from the CPA fund, contingent upon the property supporting two house lots.
        Vote:  5 - in favor; 0 - opposed; 1 - abstention (Keohan).  Motion passed.

DELANO PROPERTY LAND TRANSFER/SALE
Ms. Morris reported on her conversation with DEP, who indicated that DEP would have to check with its Attorney as to whether it could hold a conservation restriction.  DEP did indicate it was necessary that the land be under the control of the Water Department and recommended selling it to the Water Department.  Mr. Wadsworth reported it is a viable future water supply and that the Water Advisory Board supports the land sale.  Mr. Wadsworth made a motion that was seconded by Ms. Hall.
        Motion:  the CPC recommends that parcel A of the Delano property be transferred to the Water Department for $117,000 plus costs associated with subdividing and bounding the lot; and that the cost of the land transaction be paid from the Water Enterprise Account and transferred into the CPA fund.
        Vote:  6 - in favor; 0 - opposed.  Motion passed.

O'NEIL FARM
Mr. Wadsworth noted that the CPC recommendation on this article had been voted in February and it was not necessary to revisit the vote.
