Community Preservation Committee Meeting
Thursday, April 1, 2004
The Community Preservation Committee (CPC) held a meeting in the Mural Room, Lower Level of the Town Hall on Thursday, April 1, 2004 beginning at 8:00 a.m. Members present included Chairman Holly Morris, Jody Hall, Tony Kelso, Pat Loring, Arthur Vautrain, and George Wadsworth. Joe Grady, Conservation Administrator and Christine Stickney, Planning Director were also present.
OPEN FORUM
Frank Mangione, Chairman of the Finance Committee invited the CPC to attend a joint meeting of the Finance Committee, Fiscal Advisory Committee, and Board of Selectmen to report on upcoming CPC projects.
WRIGHT BUILDING UPDATE
Ms. Morris reported on the progress of the architectural assessment study and a meeting of the Wright Building Committee. The CPC discussed whether an article requesting funding for plans and specifications should be included on the warrant for the Special Town Meeting in June.
POTENTIAL PROJECTS
Ms. Hall reported the Historical Commission may submit a funding request for an architectural assessment study for the Tarkiln Building.
Mr. Kelso questioned whether the CPC should encourage the DPW Director to submit a funding request for restoration work at the Old Firehouse building on Washington St. and the Girl Scout House. Mr. Vautrain commented that any proposed work would have to fit within the context of the CPA and not be maintenance work. Ms. Hall also suggested the DPW Director consider restoration work at the Grange and Old Fire Station off Franklin St. Ms. Morris agreed to speak with the DPW Director and check whether work on any of these buildings would be permitted under the CPA.
JAYCOX PROPERTY
Ms. Morris reported that a purchase and sale has been signed for the property and that the Town has first right of refusal for the parcel, under Chapter 61. The Committee reviewed the values of the property and reasons to go forward with a recommendation for the Town to purchase the property. A site visit was scheduled for Saturday, April 3, 2004 at 9:30 a.m.
ADMINISTRATIVE MATTERS
The Committee reviewed the draft minutes of the meetings for 3/4/04 and 3/11/04. Mr. Wadsworth made a motion that was seconded by Mr. Vautrain.
Motion: to approve the minutes of the meeting on 3/4/04 as written.
Vote: 4– in favor; 0 – opposed; 2 - abstained (Loring and Wadsworth). Motion passed.
Mr. Wadsworth made another motion that was seconded by Mr. Vautrain.
Motion: to approve the minutes of the meeting on 3/11/04 as written.
Vote: 6– in favor; 0 – opposed. Motion passed.
The Committee reviewed and signed bills for legal services from Town Counsel, postage, electricity and oil delivery at the Delano house. Ms. Morris will get clarification on one of the bills from Town Counsel before the Committee signs it.
OTHER BUSINESS
Mr. Grady reported that Judi Barrett has written a Request of Proposal for housing on the Congress Street (Merlet) property.
The Committee reviewed a letter from Metropolitan Area Planning Council regarding the use of CPA funds. It was recommended that Ms. Morris as Chairman contact the town's state representatives and senator.
The Committee received a thank-you letter from the Geographic Information System (GIS) subcommittee.
