Community Preservation Committee Meeting
Wednesday, February 4, 2004

The Community Preservation Committee (CPC) held a meeting in the Mural Room, Lower Level of the Town Hall beginning at 8:00 a.m.  Members present included Chairman Holly Morris, Diane Bartlett, Jody Hall, Tony Kelso, and George Wadsworth.  Pat Loring and Arthur Vautrain were absent.

OPEN FORUM
No subject was brought forth.

O'NEIL FARM PRESENTATION
Ms. Morris and Mr. Kelso recused themselves from this presentation and left the room.  Only three members were present so the Committee had no quorum for discussion.  The Committee recessed its meeting at 8:15 a.m. and reconvened into session after the presentation by Mark Primack of the Wildlands Trust.

At 9:10 a.m. the Committee reconvened.

WRIGHT BUILDING
Ms. Morris reported that Finegold Alexander & Associates was selected to do the Architectural Assessment.

CPC WORKSHOP FOR LANDOWNERS
In response to an email from Ms. Wendy Garpow of the Plymouth Community Preservation Committee, the Committee discussed collaborating with Plymouth CPC on a workshop that provide landowners with information about the benefits for donating/selling their land for conservation/open space purposes.  Ms. Morris will contact Ms. Garpow of the Plymouth CPC to determine the costs to the Duxbury CPC.  Mr. Wadsworth commented that if the workshop is successful that something similar should be considered for housing and historic purposes.  Mr. Wadsworth made a motion that was seconded by Ms. Hall.
        Motion: that the Duxbury CPC collaborate with the Plymouth CPC to organize the above-mentioned workshop and to encourage the organizers to schedule the workshop other than the week of April school vacation.
        Vote:  5 - in favor; 0 - opposed.  Motion passed.

OTHER BUSINESS
Ms. Bartlett updated the Committee on the status of housing at the Delano property.

The Committee discussed inviting Patrick Browne from the Duxbury Rural & Historic Society to a future meeting to give a status report on the projects at the King Caesar House.

The Committee designated speakers for the CPC articles at Town Meeting.

ADMINISTRATIVE MATTERS
The Committee reviewed the draft minutes of the meetings for 1/22/04. Mr. Wadsworth made a motion that was seconded by Mr. Kelso.
        Motion: to approve the minutes of the meeting on 1/22/04 as written.
          Vote:  4 – in favor; 0 – opposed, 1 - abstention (Bartlett).  Motion passed.

The Committee reviewed and signed a bill for legal service from Town Counsel.

Meeting adjourned at 10:00 a.m.
