Community Preservation Committee Meeting
Thursday, June 26, 2003

The Community Preservation Committee held a meeting in the Mural Room, Basement of the Town Hall beginning at 8:00 a.m.  Members present included Chairman Holly Morris, Jody Hall, Tony Kelso, Pat Loring, and George Wadsworth. Diane Bartlett and Arthur Vautrain were absent.

PUBLIC FORUM
No subject was brought forth.

LETTER TO HEDLUND
The Committee reviewed and signed the final draft letter to Senator Hedlund regarding amendments to the Community Preservation Act.

MASSACHUSETTS NATURAL HERITAGE PROGRAM
Ms. Morris reported that the budget for the Natural Heritage Program is being cut.  She asked if the Committee would be interested in sending a letter to Senator Hedlund and Representatives Webster and O'Brien expressing their concerns of the budget cuts and the importance of the Natural Heritage Program.  Ms. Loring suggested the Conservation Commission also send a letter.  Ms. Morris will draft a letter for the Committee to review.

OTHER BUSINESS
The Committee discussed the Request for Proposal (RFP) for the study of the Wright Building.  Ms. Morris will contact the Town Manager to let him know the Committee is starting to prepare the RFP and will have a draft RFP ready for the meeting in August.

The Committee discussed the status of the Blairhaven property.

The Committee discussed protection of lands owned by non-profit organizations.  It was suggested that the Committee invite Patrick Browne, Executive Director of the Duxbury Rural & Historical Society to a future meeting to discuss restrictions and land preservation.

ADMINISTRATIVE MATTERS
The Committee reviewed the draft minutes of the meeting for 6/12/03.    Mr. Wadsworth amended the minutes to read that "Vice Chairman, Mr. Wadsworth chaired the meeting." Ms. Loring made a motion that was seconded by Mr. Kelso.
        Motion: to approve the minutes of the meeting on 6/12/03 as amended.
          Vote:  5 – in favor; 0 – opposed. Motion passed.

The Committee reviewed a bill for legal expenses for Town Counsel regarding the conservation restrictions on the Delano, Merlet, Hamedeh properties.  Ms. Loring, who had been working with Town Counsel on the restrictions had questions regarding the status of the restrictions and recommended the Committee hold off submitting the bill to Accounting until she could talk to Town Counsel.  Ms. Loring made a motion that was seconded by Ms. Hall.
        Motion:  that the Committee sign the bill but not release it to Accounting until Ms. Loring had checked with Town Counsel regarding the status and completion of the documents.
        Vote:  5 - in favor; 0 - opposed.  Motion passed.
