Community Preservation Committee Meeting
Thursday, May 1, 2003

The Community Preservation Committee held a meeting in the Mural Room, Basement of the Town Hall beginning at 8:00 a.m.  Members present included Diane Bartlett, Jody Hall, Tony Kelso, Pat Loring, Arthur Vautrain and George Wadsworth.  Joe Grady, Conservation Administrator and Christine Stickney, Planning Director were also present. Holly Morris was absent.  George Wadsworth was acting Chairman.

PUBLIC FORUM
No one brought forth any subject to the Committee.

HARRINGTON  PROPERTY
Ms. Loring and Mr. Kelso reported on their meeting with the Board of Selectmen, who voted to release this property.  Based on the discussion, Ms. Loring thought that the Board of Selectmen recognized the importance of thorough discussion about a Chapter 61parcel among the various town departments and boards.  Ms. Loring, Mr.Vautrain and Mr. Grady will work on compiling a list of priority of Chapter 61 lands.

3.  UPDATES ON CR'S FOR MERLET, DELANO, & HAMEDAH PROPERTIES
Ms. Loring reported the restrictions are close to completion and that Mr. Grady is arranging a meeting with Town Counsel to finalize the work.  Mr. Vautrain suggested the Town Manager be involved with the meeting.  Mr. Grady reported that the Assessors need to put a value on the Water Department's share of the Delano parcel and that the plan is ready for submittal to the Planning Board.  The Committee discussed the timeline of getting these proposals completed.  Mr. Wadsworth commented that the month of May should be dedicated to getting Town Counsel to finalize the conservation restrictions.

UPDATE ON KING CAESAR HOUSE AND PROPERTY
Ms. Loring had nothing new to report.

5.  ADMINISTRATIVE MATTERS
The Committee reviewed the draft minutes of the meeting for 4/17/03. Ms. Loring made a motion that was seconded by Mr. Vautrain.
        Motion: to approve the minutes of the meeting on 4/17/03 as written.
          Vote:  6 – in favor; 0 – opposed.  Motion passed.

OTHER BUSINESS
Ms. Loring mentioned a proposed amendment to the Community Preservation Act for funding teen pregnancy program.  Mr. Wadsworth thought the Committee should draft a letter regarding the amendment.  The issue of proposed amendments will be discussed further at the next meeting.  Ms. Loring recommended that Chris Saccardi from the CPC Coalition be contacted for procedures on addressing amendments.  Ms. Bartlett volunteered to contact him.
