Community Preservation Committee Meeting
Tuesday, February 25, 2003

The Community Preservation Committee held a meeting in the Mural Room, Basement of the Town Hall beginning at 8:00 a.m.  Members present included Chairman Holly Morris, Diane Bartlett, Jody Hall, Pat Loring, Tony Kelso, Arthur Vautrain and George Wadsworth.  Also present was Joe Grady, Conservation Administrator.

1.  ARTICLES FOR ANNUAL TOWN MEETING: The Committee reviewed the town meeting articles the Committee is sponsoring and voted on them.

Article 12 - Appropriation of CPC Funds to Conservation Fund: Ms. Morris reported that there has been no response to her letter to the Department of Revenue (DOR).  The Committee discussed whether to wait to vote on this article until it received the legal opinion from the DOR.  Both Mr. Wadsworth and Ms. Bartlett preferred to wait.  Ms. Loring made a motion that was seconded to approve Article 12 in principle subject to receipt of a favorable opinion from the DOR attorney.   The vote was 5 in favor and 2 opposed (Wadsworth and Bartlett). The motion passes.

Article 13 - Open Space Acquisition: Ms. Morris reported that to date the purchase and sale had not been signed because the seller had yet to receive it; however, she spoke with the seller and he is anticipating signing the document.  It was suggested that this vote being tabled until the purchase and sale had been signed.  Mr. Wadsworth made a motion that was seconded to postpone voting on Article 13 until receipt of a signed purchase and sale.  A vote was taken and the motion passed unanimously.

Article 14 - 10% Allocation for Open Space, Affordable Housing and Historic Preservation: Mr. Wadsworth made a motion that was seconded to allocate 10% of the 2003 receipts under the CPA to each purpose of open space, historical, and affordable housing.  The vote was taken and the motion passed unanimously.

Article 17 – Transfer Delano Land from CPC to Water Enterprise: Mr. Grady reported that all the necessary water testing had not been completed and that the final plan has not been prepared.  He suggested the Committee indefinitely postpone this article.   Ms. Bartlett made a motion that was seconded to indefinitely postpone Article 17.  The vote was taken and the motion passed unanimously.

Article 23 – Appropriate CPC Fund Revenues for Historic Preservation Study of Wright Building: Present for the discussion were several members of the Teen Center Group.  Mr. Steve Jones from the Teen Center Group read a statement regarding his position on this article.  Ms. Morris reported she had spoken with Martha Himes of the Historic Commission who told her about an architectural survey completed by the Town of Kingston for the Adams Library Building, which was of similar architecture as the Wright Building.  The cost of the study in Kingston was approximately $40,000.  Ms. Hall questioned if that study included ADA compliance.  The Committee reviewed the scope of work submitted by Steve Jones that was based on a verbal quote from the architectural firm of Strekalovsky Hoit Raymond Architects.  The Committee discussed whether to go forward with a study of the entire building or just the front historical portion and also whether to include construction costs for ADA compliance of the back portion of the building as requested by the Teen Center Group.  Ms. Morris reported that Article 23 as written only included the historical preservation study and did not include any reference to a particular use or construction costs.  After much discussion, Mr. Wadsworth made a motion that was seconded to recommend to Town Meeting to raise and appropriate $50,000 to perform a professional historical study of the entire Wright Building.  Such study to include the scope of work as outlined in the letter from Steve Jones dated 2/20/03 and documents sufficient to go out to bid construction.  The vote was 6 in favor and one abstention (Kelso).

2.  ALLOCATION OF CPC REVENUES: The Committee discussed the amount of CPA funds that have been dedicated to open space, affordable housing, and historic preservation.  The amounts dedicated were approximately $89,000 to historic preservation; $573,300 to affordable housing, and $62,250 to recreation.  The final figure for open space could not be calculated until the potential well portion of the Delano property is finalized.

3.  MARSHFIELD CPC MEETING: Ms. Loring reported on the regional CPC meeting.

4.   MINUTES OF MEETING: Mr. Wadsworth made a motion that was seconded to approve the minutes of the meeting on 1/22/03 as written.  The motion passed unanimously.

Ms. Loring made a motion that was seconded to approve the minutes of the meeting on 2/5/03 as written.  The motion passed unanimously.
