Call to order

Oceana Rames, Chair, called the meeting to order at 7:33 AM.

Attendees included: Tom Bennett, Eleanor Beth, Julia Burgess, Jacque Cage,  Sharon Clauss-Zanger, Tad Crawford, Stephen Danzig, Valerio Destefani, Cindy Doyle, Judie Flanders, Rob Hensley, Amanda Hutchinson, Rex Jarrell, Patsy McCornack, Karen Meeks, Cindy Mitchell, Paddy Moore, JoAnn Murphy, Gayle Poggi, Oceana Rames, Connie Teixeria, James Weiss, Dedie Wieler, Terre Young           Guest: Nancy Phillips

The minutes of the October 28th meeting were amended to read that the ‘Elder Affairs Committee had a campaign for accident prevention for elders.’ After this correction, the minutes were approved with a unanimous vote.

Treasurer: Julia Burgess reports that $500 is still available. All committees are invited to look at expenses and request reimbursement by this coming June. A possible expense could be the re-print of the “Pocket Guide” from Elders Affairs.

Elder Affairs: Jacque Cage; 1000 caregiver’s books have been dispersed to every possible place the committee could reach which are safe places accessible to the public and now the public needs to know they are available. It was suggested that the books also be given to churches.

Nominating Committee: Tad Crawford; This committee is doing great work and is looking at membership needs and candidates earlier than previous years. The committee members are Chris, Chair, Tad, Patsy, Stephen, Oceana, and Terre. Tad presented membership information which shows that there are few vacancies. We have one very interested candidate, Nancy Philips. The deadline for interested new members is 2-5-11. Members requiring reappointment are encouraged to apply on the county website. Please make sure you indicate your capacity in the application, for example; consumer. Attendance is critical as representation is missing from some sectors. A letter to the Windemere rep will be sent from the chair encouraging attendance. Terre will send out reminder and the application to those who need to reapply.

MVH Community Health Initiatives: Dedie Wieler; Today’s paper announces the 4 winners of the mini and 4 winners of the priority grants. For 1 year, mini grant; Daybreak, to enhance health and wellness for members; Let’s Move MV; Hospice of MV, children’s bereavement program, and Vineyard Village at home for volunteer transport extended to non-members. The priority recipients were awarded $51,670 each for 5 years and must meet conditions by the first year with six month reports. All will present to this council after their first year. The four awardees are: a collaborative group comprised of VNA, Island Health Clinic and the Vineyard Health Care Access Program with a new program which focuses on chronic disease; another collaboration between the four Councils on Aging and Island Counseling Services whose program will offer counseling and outreach and referral for the elderly, CORE. The third collaboration is between all the island Boards of Health with a project aimed at reducing the incidences of tick-borne illness, island wide; and the fourth grant was awarded to Community Services which will grow the New Paths Recovery Program, an outreach and abuse treatment program. Every year will offer mini grant opportunities and no new priority grants unless one fails to complete the obligations to the grant. She compliments the stellar review team and reports that they are committed to stay on as a group and see the entire process through. A question was asked if DPH could fund the other grants or possibly the Donors Collaborative could have donors or ideas.  Paddy offered to generate information and pass it on to grant hopefuls for where else they might turn to for funding. Dedie will send this to all applicants.

Oceana offered a flow chart with an update of existing committees noting that committees that are not actively functioning have been removed from the chart. Six months ago the council had a discussion about where we might be headed. To Oceana it seems the council is doing fine. We are bringing on new members who will bring new energy. We do have new energy, new committees, and better attendance. Tad commented that he is struck by the energy raised by having funds to disperse to new projects. Perhaps we could create a new working group that searches for new sources of funds. Cindy M noted a byproduct of the CHI is that DPH recognizes the Health Council. Perhaps there is some opportunity to strengthen our relationship with DPH. This process brought us together, now what better can we do or be as a collaborative? We could approach DPH, ask them to treat us as a CHNA, create a formal link which hasn’t happened, if formal money could come, information would flow as well.  To these ideas, Paddy Moore made a motion: The Coordinating Committee appoints a group to develop closer relationship with DPH and view the Dukes County Health Council as a CHNA separate from the Cape. That group explores possible sources of funds.   Tad seconded the motion and it was approved unanimously.
It was noted that the Permanent Endowment has several funds and we could ask that they develop funds for health care initiatives and we could steer projects to PEF. We could also work more on having donors contribute to these funds.

Sarah K reported on Healthy Vida would like a whole meeting devoted to health disparities and is looking to schedule that with an eye to broadcasting and inviting professionals, creating a forum with CEUs, etc.

Oceana adjourned the meeting at 8:45 am.           

The next Dukes County Health Council meeting will be held on Thursday, January 27th at 7:30 in the Public Safety Building in West Tisbury.
