Commissioner Present: Carlene Gatting, Tristan Israel, Melinda Loberg, Les Leland, John Alley and Tom Hallahan.
County Staff present: Russell H. Smith – County Manager, Martina Thornton – Ex. Assistant to County Manager, Joseph E. Sollitto, Jr. – Superior Court / County Clerk.
Others: Joanie Ames of MVTV.
1. Meeting was called to order at 5:05 PM
2. Certification of vote to MV Commission – Joe Sollitto asked the commissioners to sign the papers to certify the vote of the members to the MV Commission in the fall elections as required by statute (Acts of 1974 and 1976). The representative of the County Commission to the MV Commission shall be appointed by December 20th. Carlene asked if anyone is interested to serve. There was no reply. She said she will ask Lenny Jason if he wants to continue to serve on the MV Commission.
3. Finance Committee – report by Tom Hallahan
Tom informed that John Snyder, the chairman of the all island finance committee, will be joining the county finance committee (Tom and Russell; with Noreen and Martina as support) starting with the next meeting. Tom met with Russell and Martina to discuss the budget process. A budget calendar was found showing that it was discussed and adopted by the commission in 2007. It calls for joint meeting of the County Commission and the County Advisory Board at the very beginning of the budget process to set goals. Tom would like to have this meeting soon (next 2 weeks) to discuss the FY2012 budget goals and to agree on the budget process in general. Tristan would like to discuss the budget goals among the commissioners first before they have a joint meeting with the CAB, but he feels the CAB should be more involved in the budget process than in the
past years. Carlene would also like to discuss with the CAB what programs the towns support and what they don’t support. She asked Russell to postpone the presentation by Maggie Downy from Cape Light Compact to January and add the budget discussions to the next meeting’s agenda instead. Carlene will contact Art Smadbeck to ask him to agree to have a joint meeting of the County Commission and CAB on December 15th. She would also like to know who will represent the CAB at the committee to review the County DOR report.
Old Business
Melinda asked when the joint meeting with the Airport Commission will be scheduled. Carlene asked if there is a need. Melinda explained that since the county commissioners appoint the airport commission it would be helpful to meet with them at least once annually to get a report and to see what the general plans for the Airport are. Russell said he will schedule it.
