Dukes County Commission Meeting Minutes

County Administration Building
Call to Order
Chairman Les Leland called the County Commissioner’s meeting to order at 9:15a.m. Commissioners Roger Wey, John Alley, Lenny Jason, Tristan Israel, Paul Strauss and Carlene Gatting were present.
Also in attendance were Acting County Manager Noreen Mavro - Flanders, Executive Assistant Jennifer Randolph, Veterans Agent Jo Ann Murphy, Martha's Vineyard Times, Vineyard Gazette, Ezra Sherman of MVOL/WMVY and MVTV.
Minutes
Lenny Jason / Tristan Israel Moved to approve the minutes of June 6, 2007, So Voted, (5-0-2) Carlene Gatting and John Alley abstained.
Tristan Israel / Lenny Jason Moved to approve the minutes of March 13, 2008, So Voted, (6-0-1) Paul Strauss abstained.
Tristan Israel / Lenny Jason Moved to approve the minutes of March 22, 2008, So Voted, unanimous, (7-0-0).
Chairman’s Report and Communication
Les reminded the Commissioners that he, along with Roger Wey and Tristan Israel, would be meeting with the Tribal Council on Saturday, April 5 at 1pm.
Acting County Manager – Noreen Mavro-Flanders
Sheriff’s Bill
Noreen reported that the Sheriff’s Bill H 4498) is expected to be sent out for study, basically killing it in this session.
New Business
Surplus Property
There was a brief discussion regarding the property to be declared surplus. Noreen explained that the vehicles were no longer needed. If the new County Manager or anyone else needed a vehicle, the County Engineer’s car could be used. She also explained that the Treasurer’s office had to upgrade their server. The old server is no longer needed. Carlene asked what the status was with the lab equipment. Noreen said that the Tribe had put in an offer, and she was waiting to receive an offer from Tisbury.
Tristan Israel / John Alley Moved to declare the 1995 Ford Crown Victoria vin#2FAFP71WPYXI, 1994 Ford Ranger vin#1FTCR11X2RTB20673, 1988 Ford Van vin#1FTFE24H4JB51353 surplus, So Voted, unanimous, (7-0-0).
Carleen Gatting / Paul Strauss Moved to declare the Proteon Aopen SP0110 file server and the lab equipment surplus, So Voted, unanimous, (7-0-0).
Surplus Planking Material
There was a brief discussion regarding the surplus planking material.
Roger Wey / Paul Strauss Moved to give Tisbury as much as they needed of the planking material, So Voted, unanimous (7-0-0).
Old Business
County Manager Selection
Carlene Gatting spoke for a few minutes expressing how she was impressed Tenney Lantz and was in favor of hiring her.
Tristan Israel said that beyond her involvement with the Girl Scouts he felt there was a lack of information available on her.
Ballots were distributed to the Commissioners for them to vote for a candidate.
Votes were as follows:

Paul Strauss – Russell Smith
Carlene Gatting – Tenney Lantz
Lenny Jason / Paul Strauss Moved to vote for Russell Smith as County Manager, So Voted, unanimous (7-0-0).
There was a brief discussion reinforcing the previous agreement that the County Manager would be under the Personnel Bylaws, reviewed in six months, given written goals, such as working on a new revenue source and restoring trust with the Towns and community.
It was agreed by consensus that the Chairman would negotiate the salary and terms with Russell and bring back the results to the full Board for approval.
The Commissioners could call or email Les their thoughts or concerns. Carlene Gatting stated that the 4-day workweek that Russell requested in his interview be taken into consideration when negotiating salary.
Carlene Gatting wanted to state for the record that she would support Russell Smith and looks forward to working with him.
Calendar
· The Dukes County Contributory Retirement Board will meet on Tuesday May 6th at 10am at the Retirement Office.
· The Dukes County Airport Commission will meet on Wednesday, April 16th, at 5:30 p.m. at the Airport Administration Building.
· The Dukes County Commissioners will meet on Wednesday April 9th, at 5pm at the County Administration Building.
· The Dukes County Charter Study Commission will meet on Thursday April 10th at 5pm at the Oak Bluffs Council of Aging.
Adjournment:
The Commissioners adjourned the meeting at 9:45 a.m.
