COUNTY OF DUKES COUNTY                  COUNTY COMMISSIONERS

The regular meeting of the County of Dukes County Commissioners was scheduled for Wednesday, October 9, 2002 at 7:30 p.m. in the Conference Room of the County Administration Building, notice of such meeting having been posted as required by law, but was not official due to the fact that there was no quorum.

Sandra Lothrop, Associate Commissioner for Affairs Concerning Handicapped Persons, introduced Anson Krickl to give an update of the work of the Universal Access Committee. Mr. Krickl reported that there have been three productive meetings since the June meeting with SSA management in which the Universal Access Committee’s Report was accepted, and two meetings with the Cecil Group, (hired by the SSA to improve traffic flow around the Vineyard Haven Terminal.)  After the meetings with the Cecil Group, Mr. Krickl remained concerned about the placement of the handicapped parking.  
The Committee’s Report was forwarded to CORD. Mr. Krickl said there have been sensitivity/security training classes for land based SSA staff and crew training would be happening soon.

The Tisbury Main Street project is on-going, with Mr. Krickl attending weekly meetings.  Mr. Krickl noted a misconception that disabled people are always accompanied.  The ADA advocates, he said, equal unassisted access to all.  In the future, Mr. Krickl hopes to see CAM training, and an Island-wide accessibility review.

Connie Teixeira reported on a meeting that she arranged at Hillside Village with Police, VTA representatives and an architect, to address concerns about the dangers of crossing Edgartown Road.  The recommendation was to lower the speed on the Road and route buses inside Hillside Village.  Additional meetings were planned and it appeared that buses were being rerouted, and Police were looking into lowering the speed of traffic.
