COUNTY OF DUKES COUNTY COUNTY COMMISSIONERS
An Executive Session of the County of Dukes County Commissioners was held Wednesday,
July 23, 2003 at 8:10 p.m. in the conference room of the County Administration Building, notice of such meeting having been posted as required by law.
Commissioners Present: Leonard Jason, Jr.; Robert Sawyer; Leslie Leland; John Alley, Chairman; Nelson Smith; Paul Strauss; Roger Wey
Also Present: Dianne Powers, Acting County Manager; Marsha Smolev, Executive Assistant; Laurie Perry.
Commissioner Sawyer reported that he had made inquiries to Ms. Perry’s previous employers and received a notarized letter from Mercer regarding Ms. Perry’s employment. Other employers were unable to provide documentation mostly because of the amount of time that has passed since Ms. Perry’s employment. Commissioner Sawyer reported that in a conversation with a woman named Paige, he was told that the Northeastern University Library Archives has lists of all people who graduated including those from University College. He told Ms. Perry but she reported that she spoke to someone else who was unable to verify that there was such a list. Discussion followed. Commissioner Jason suggested renegotiating the Contract. Commissioner Strauss said he had asked last week that there be
four letters like the Mercer letter. He noted there was no report from the Tribe. Commissioner Smith voiced concern that others might have applied for the position had a Bachelor’s Degree not been required. Commissioner Strauss suggested seeking advice from Attorney Gilman or Mr. Saltonstall. Ms. Perry objected to people suggesting she didn’t have the Degree and reiterated that records were lost. Commissioner Smith said if the Commissioners vote to change their standards they would lose their credibility as an organization. He asked that the Commissioners hold to the standard they set. He also asked why the Tribe had not been asked about documentation. Ms. Perry said her file there had a checklist that was verified. Commissioner Leland said it was up to Ms. Perry, not the Commissioners to do the work to verify her Degree. Commissioners Sawyer and Chairman Alley agreed. Chairman Alley asked for the sense of the Board. Commissioner Wey asked Ms. Perry get a copy of the list
of graduates that Commissioner Sawyer was told existed in the archives, and that this be dealt with as soon as possible. Chairman Alley set another meeting for next Wednesday, July 30 at 7:30 PM.
Commissioner Strauss Moved that the Commissioners give Laurie Perry until next Wednesday night, July 30, 2003, to submit documents that the Commissioners deem adequate to confirm having obtained a degree at Northeastern University. The most preferred option being the list of graduates from that year. Commissioner Wey Seconded the Motion. Commissioner Jason added 1977. Commissioner Smith said he would not accept anything but from the Registrar.
Chairman Alley called for a Roll Call vote: Commissioner Sawyer – aye; Commissioner Wey - aye; Commissioner Jason – aye; Commissioner Smith – nay; Commissioner Strauss – aye; Commissioner Leland – aye; Chairman Alley – aye. The Motion Passed.
Chairman Alley called for a Roll Call vote to adjourn: Commissioner Sawyer – aye; Commissioner Wey - aye; Commissioner Jason – aye; Commissioner Smith – aye; Commissioner Strauss – aye; Commissioner Leland – aye; Chairman Alley – aye.
The Commissioners adjourned the Executive Session at 9:02 PM.
