DCC Executive Session Minutes 2003-07-02

COUNTY OF DUKES COUNTY                  COUNTY COMMISSIONERS

An Executive Session of the County of Dukes County Commissioners was held Wednesday,
July 2, 2003 at 5:45 p.m. in the Conference Room of the County Administration Building, notice of such meeting having been posted as required by law.

Commissioners Present: Leonard Jason, Jr.; Robert Sawyer; Paul Strauss; Roger Wey; John Alley, Chairman; Nelson Smith; Leslie Leland (5:55 PM, Roll Call to include him. Commissioner Sawyer – aye; Commissioner Wey – aye; Commissioner Jason – aye; Commissioner Strauss – aye; Commissioner Smith – aye; Commissioner Strauss – aye; Chairman Alley – aye.)  Also Present:  Dianne Powers, Acting County Manager; Marsha Smolev, Executive Assistant
The Commissioners discussed their continued attempts to verify Ms. Perry’s college degree.  
Commissioner Sawyer read a letter from the Registrar’s (Linda Allen’s) Office at Northeastern University dated July 1, 2003, that stated that there was no record of Ms. Perry having a degree from Northeastern, nor was there any record of her having attended.  The Commissioners discussed the fact that they have been unable to verify with evidence, Ms. Perry’s degree.  Commissioner Sawyer stressed that everything at this point was circumstantial and Ms. Perry might still be able to produce proof.  The Commissioners agreed Ms. Perry could not start the job without proof.

The Commissioners recessed at 5:57 PM.

Resume Executive Session at 6:20 PM.

The Commissioners examined the letter and envelope received regarding Ms. Perry’s Certification of Enrollment and voiced concern about authenticity.  Discussion followed about the possibility that the University had erred or that records were lost.  Commissioner Sawyer read part of the Open Meeting Law regarding discussion of an individual and said Ms. Perry would need to be invited to the meeting before there was further discussion.
Ms. Powers was asked to contact Ms. Perry and tell her about the letter from Northeastern and the need for her to produce proof of her degree in order to proceed with the contract.
Ms. Smolev asked what to tell people who called requesting information about Ms. Perry’s start date and was told, “The County Commissioners told me that there are contractual matters that have not yet been resolved.  Those aren’t public yet.”
