Town Council Budget Review                                                       April 16, 2009

Roll Call: Chairman Metts, Councilors Wetherbee, Carney, Coyle, Chirichiello, Carney.
  Councilor Fairbanks was present and excused herself to attend the Zoning Board
                 meeting, returned at 9:00 pm.

BUDGET REVIEW
Town Administrator Stenhouse presented the Town Budget with a below the tax cap bottom line as the Town Council requested to meet its goal of a no tax rate increase.

Derry Public Library

Cheryl Lynch showed a video presentation of the Derry Public Library. Elizabeth Ives gave an overview of their budget with the assistance of Cheryl Lynch.

There was discussion on staff raises, window replacement, and cost of oil heat, lighting and security protection.

Item #110 Personnel – flagged (reduce by 1%)
(Delayed vote due to Councilor Fairbanks absence)

Motion by: Councilor Chirichiello to remove $200 from item # 320 seconded by Councilor Benson.  Vote 2-4-0 (Wetherbee, Carney, Coyle, and Metts) failed.   

Councilor Chirichiello question what the HVAC was for.  Cheryl replied oil heat.

Motion by: Councilor Coyle to reduce Item #411 by $2000, seconded by Councilor Chirichiello. Vote: 6-0-0

Item #490 discussed for explanations.

Motion by: Councilor Coyle to Increase fine fund balance 039399 to $12,500 seconded by Councilor Carney.  Vote: 6-0-0

Discussion on Item #690 Security Cameras, asked if these could be obtained through a grant.

Motion by: Councilor Chirichiello to reduce item#690000 by $12,042.  (No second)
Town Administrator Stenhouse stated he would look into the grants through the PD
Item #690 Other Non Capital - flagged

Councilor Carney moved the Derry Public Library’s bottom line of $1,116,934 pending the flagged items seconded by Councilor Wetherbee. Vote: 6-0-0




Taylor Library

Linda Merrill and Candice Andrews, Trustee gave a brief explanation of the Library and its budget.

Item #110 Personnel – flagged (reduce increases by 1%)
(Delayed vote due to Councilor Fairbanks absence)

Item #430 Contracted Repairs and Maintenance
Motion by: Chairman Metts to reduce Item#430 by $2400 seconded by Councilor Coyle
Vote: 6-0-0

Motion by: Councilor Coyle to reduce Item#960 by $20,000 seconded by Councilor Chirichiello Vote: 5-1-0 (Metts)

Councilor Carney moved the Taylor Library bottom line of $158,969 pending flagged Item #110 seconded by Councilor Coyle Vote: 6-0-0

Human Services

Jill McLaughlin stated what the Human Service office provides. Such as emergency basic need assistance.
Frank Childs stated that the Human Service office has continued to make improvements the revenues are up and expenditures are down from last year.

Councilor Coyle brought forth that the there is a vacant FT position.  

Motion by: Councilor Coyle to change this FT vacant position to a PT position, seconded by Councilor Chirichiello. Remove $33,967 plus related benefits.   (Chairman Metts asked Councilor Coyle to withdraw his motion.  Councilor Coyle preferred not to) (No vote taken after discussion as it was agreed to wait for information and Councilor Fairbanks to be present)

Councilor Carney asked to have this Item#110 – flagged and suggested that Frank Childs bring a recommendation on how to staff this position with two part-time people.

Item #’s 110, 120, 140, 190, and 200 Personnel - flagged

Motion by: Councilor Coyle to reduce item #810 Service Payments by $10,000 seconded by Councilor Chirichiello.  Vote: 3-3-0 (Carney, Benson and Metts)

Item #810 – flagged (Due to 3-3 vote and Councilor Fairbanks not present)

Councilor Coyle suggested a fund be put aside to meet Human Services needs during  bad times.  Maybe the balance left over from this year budget - similar to the “snow budget”.

Councilor Chirichiello moved the Human Service bottom line of $525,264 pending the flagged items, seconded by Councilor Benson Vote: 5-1-1 (Coyle, Fairbanks-abstained)

Assessing

David Gomez gave an overview of his department and the highlights of the department’s budget.

Councilors discussed with David Gomez how the assessments are done with commercial and housing complexes and exempt properties.

Motion by: Councilor Coyle Move $45,000 from the Capital Reserve Fund to fund Revenue 039150 as additional funds second by Councilor Fairbanks Vote: 7-0-0.

Councilor Carney moved the Assessing bottom line of $612,655 seconded by Councilor Wetherbee Vote:  7-0-0

Tax Collector

Pat Milone, Tax Collector gave an overview of Taxes collected to date.  Lien notices and tax deed notices are being collected and there is a flurry of activity in the spring.


Motion by: Councilor Coyle to increase revenue Item#031900 by $10,000 seconded by Councilor
Fairbanks Vote: 7-0-0

Motor Vehicle renewal revenue - flagged

Motion by: Councilor Benson to decrease Item#140 Overtime by $4,500, seconded by Councilor Chirichiello Vote: 7-0-0

Councilor Chirichiello moved the Tax Collector bottom line of $723,576 seconded by Councilor Benson Vote: 7-0-0


Finance

Frank Childs highlighted the department revenues and pursuit of ambulance payment and small claims court and the expenditures of the department.

Motion to extend 10 minutes 5-2-0 (Chirichiello & Coyle)

Motion by: Councilor Chirichiello to decrease Item#140 Overtime by $1,000, seconded by Councilor Coyle Vote: 7-0-0

Motion by: Councilor Coyle to decrease item#291Training & Conferences by $1,700 seconded by Councilor Chirichiello Vote: 7-0-0

Motion to extend 10 minutes 5-2-0 (Chirichiello & Coyle)

Motion by: Councilor Chirichiello to decrease item#620 Office Supplies by $600, seconded by Councilor Coyle Vote: 7-0-0

Councilor Chirichiello moved the Finance bottom line of $688,951 seconded by Councilor Benson Vote: 7-0-0

Municipal Obligations moved to Saturday April 18th meeting.
