Town Clerk

Denise Neale gave a brief explanation of the offices duties.

Motion by, Councilor Coyle to increase revenue #035044 Civil Forfeitures by $3000, seconded by Councilor Fairbanks Vote: 7-0-0

Motion by, Councilor Coyle to reduce Item#110 Permanent Position by $2000 seconded by Councilor Chirichiello 4 – 3 – 0 (Wetherbee, Carney and Metts)  

Motion by, Councilor Coyle to reduce Item# 130 Election Position by $800 seconded by Councilor Benson Vote: 7-0-0

Frank Childs explained that $2500 of this line Item #550 Printing had been placed in the Town Administrator optional budget so that the actual line is only $7500.

Motion by, Councilor Carney to reduce Item#550 Printing by $10,000 seconded by Councilor Fairbanks Vote: 5-2-0 (Coyle, Metts)     

Councilor Carney moved the Town Clerks bottom line of $96,948.00, seconded by Councilor Benson Vote: 7-0-0

Elections

Denise Neale explained the decrease in this budget and the fact that a “Special Election” was not included.

Councilors asked questions regarding the possible second “Special Election” that would take place in FY10.

Motion by, Chairman Metts to Increase the Election budget by $4000 for “Special Election” in FY10 seconded by Councilor Carney Vote: 4-3-0 (Coyle, Chirichiello and Benson)

Motion by, Councilor Chirichiello to decrease Item #690 Other Non Capital by $1000, seconded by Councilor Fairbanks Vote: 4-3-0 (Wetherbee, Carney and Metts)

Councilor Benson moved the Elections bottom line of $36,537.00 seconded by Councilor Fairbanks Vote: 4-3-0 (Coyle, Chirichiello, Benson)


Public Works

Mike Fowler explained all the departments within his budget the increase and their effects on this group of budgets. Some increases are due to an increase of fees for materials. There are no major purchases.

Highway Dept

Revenue is from the State of NH Block Grants.

Motion by, Councilor Coyle to increase the revenue line #033530 by $5000.00 Highway Block Grant seconded by Councilor Fairbanks Vote 1-6-0 (Wetherbee, Fairbanks, Carney, Chirichiello, Benson and Metts) Failed

Council discussion was in regards to the effect of increasing this line.

Motion by, Councilor Wetherbee to reduce revenue #034016 by $10,000.00 seconded by Councilor Benson.  Vote: 5-2-0 (Coyle and Chirichiello)

Councilor Benson wanted to review line 500 misc revenues.
Mike Fowler stated that it was for salt and salt/sand mix that is provided to the Schools, Pinkerton Academy and Parkland Medical Center.  The decrease is due to no longer providing Parkland Medical Center with the salt/sand mix as it has caused operational issues.
Town Administrator Stenhouse stated that the town maybe going to continue this service.  
Councilor Carney asked to flag this line because there isn’t additional costs being charged to Parkland Medical and also have Mike Fowler come back with these additional costs.

Motion by, Councilor Chirichiello to increase revenue line #035063 by $10,000.00 seconded by Councilor Coyle.  Vote: 6-1-0 (Fairbanks)

Motion by, Councilor Benson to decrease Item#120 Temporary Position by $6000.00, seconded by Councilor Chirichiello Vote: 6-1-0 (Coyle)

Motion by: Councilor Benson to decrease Item#140 Overtime by $14,000 seconded by Councilor Chirichiello Vote: 6-1-0 (Metts)

Motion by: Councilor Chirichiello to decrease Item#410 Electricity by $4000 seconded by Councilor Coyle.
Councilor Chirichiello withdrew his motion.
Item #410 Electricity – Flagged for all departments

Motion by: Councilor Coyle to reduce Item#430 HWY Repairs & Maintenance by $25,000 seconded by Councilor Fairbanks. Vote: 6-1-0 (Metts)

Item#636 Diesel Fuel – Flagged

Motion by: Councilor Fairbanks to reduce Item #730 Other improvements to $75,000 seconded by Councilor Benson Vote: 6-1-0 (Carney)
Frank Childs informed the Council that $60,000 of this line item is in the Town Administrators
optional budget.

Motion by: Councilor Coyle to increase Item #960 by $15,000 and establish a Capital Reserve Fund for future sidewalks, second by Councilor Fairbanks.  Vote: 6-1-0 (Chirichiello)

Councilor Wetherbee moved the Highway bottom line of $3,790,439 pending flagged items seconded by Councilor Fairbanks Vote: 7-0-0


Building & Grounds

Mike Fowler gave highlights of revenue and town buildings. He also stated that DPL windows replacement was in this budget.

Councilors asked various questions regarding town buildings and occupants
Council discussed charging the SNH Health Network for office space in the Municipal Center.
Questioned cost of maintenance and utilities of the Adams Memorial Building and Councilor Coyle suggested looking for someone to rent for $1.00 and maintain the building.

Motion by, Councilor Carney to reduce Item #720 by $60,000, seconded by Councilor Chirichiello

Councilor Benson preferred to reduce Item #720 by $45,000.
Discussion continued on this line item #720.  

On Councilor Carney’s motion Councilor Chirichiello withdrew his second.
Re-seconded by Councilor Coyle.  Councilor Coyle withdrew his second on Councilor Carney’s motion.

Motion by Councilor Benson to add $45,000 to Revenue and transfer $45,000 from the Derry Public Library also to reduce Item#720 by $15,000 seconded by Councilor Carney

Cemetery

Mike Fowler explained the how the revenues within the Cemetery are made through Trust Funds,
Lot sales, openings and perpetual care

Code Enforcement

Mike Fowler gave a briefing on the decrease in Revenues in these departments.

Council discussed revenues in building permits.

Frank Childs stated that in the Optional Budget there is an elimination of $68,000 due to a retirement of a full-time employee that will be replaced with a part-time 20hr per wk employee.

Councilor Coyle moved to go into Non-Public under 91A:3,2-A seconded by Councilor Fairbanks Vote: 7-0-0

Councilor Fairbanks requested that Mike Fowler maintain a vehicle usage log for his department.

Motion by, Councilor Benson to reduce Item #110 Permanent positions by $68,166 with related line items, then flag Item #110 to be revisited seconded by Councilor Coyle

Councilor Coyle moved the Code Enforcement bottom line of $359,460 pending flagged items seconded by Councilor Fairbanks Vote: 7-0-0

Recreation

Mike Fowler and Eric Bodenrader were present for questions regarding this department.

There was discussion on the $4M bond for a new Recreation building but they have contingencies for repair of the building. Discussed upgrade costs.  

Motion by, Councilor Chirichiello to remove from revenue the $4M bond seconded by Councilor Coyle Vote 6-1-0 (Coyle)

Discussion on #390 questioned if it they could look into to getting sponsorship for the concerts.

Parks

Capital items in this budget are the continuation of the retaining wall at Hood Park and a Pavilion at Humphrey.

Councilor Carney moved the Parks bottom line in the amount of $958,037 pending flagged items seconded by Councilor Fairbanks Vote: 7-0-0

Transfer Station

Mike Fowler they have included in revenue for TV and Computer monitors which still needs to approved by Town Council and a new Trash Trailer.  Joan Cornetta was present to answer questions.  There is one part time position and one full time position open.

Frank Child stated that the part time position $16, 282 and $66,000 for transfer trailer are in the Optional Budget.

Motion by: Councilor Coyle to increase revenue #034045 by $5,000 seconded by Councilor Chirichiello Vote: 7-0-0

Discussed using two part-time positions on Saturday, and asked to flag Item #110 for two part time positions 24hrs each.  Finance is asked to come back with numbers.
Councilor Coyle suggested that the Transfer Station hire part time person at 24hrs.

Motion by: Councilor Benson to reduce Item #690 by $5,000 seconded by Councilor Chirichiello Vote: 7-0-0   (Due to Munis upgrade program error item not removed)

Council asked about leasing question if they should flag Item #740 until information can be obtained for a lease option.

Councilor Chirichiello moved the Transfer Station bottom line by $1, 549,777 seconded by Councilor Fairbanks Vote: 7-0-0

Vehicle Maintenance

Mike Fowler described this budgets revenue and expenditures. Paul Noe was present for questions.

Councilor Chirichiello moved the Vehicle Maintenance bottom line by $437,294 seconded by Councilor Benson Vote: 7-0-0

Wastewater

Tom Carrier gave his overview of the Wastewater and Water Department there are some larger projects included in this budget.

Water budget there is a vehicle replacement and other various valves & systems.
There are three bonds retiring this year.

Motion by: Councilor Coyle to reduce $62,500 from fund balance and associated Expenditure Item #730 seconded by Councilor Fairbanks. Vote: 4-0-3 (Chirichiello, Carney and Metts)

Water

Barbara Ellingwood and Chris Martin gave an overview of the revenues and the new franchise agreement.

Questions were asked on Item # 740 for a new chasse on the CTV vehicle that’s in need of repair.  Check with Fire Department in regard to old ambulance

Councilors had discussion on using monies from this fund for cameras at DMC.
