Minutes, public meeting of 23Feb2009

On 23Feb2009, the Derry Conservation Commission met in the 3rd floor meeting room of the Derry Municipal Center.  The following members were present:  P. Dionne, M. Ives, J. Arruda, R. Buzzanga, B. Ferrante, D. Wiley, E. Sarcione, and alternates M. Page, and P. Kinsella.

Approval of Minutes:

M. Ives made a motion, seconded by E. Sarcione, to accept the minutes of 26Jan2009.  All present voted in agreement.

Chairman’s report:

Chairman Dionne informed the Commission and the public that the DCC has received the following:

        -Small Flows Magazine, fall/winter issue

        -notice from the NH Arborists Association concerning their annual community beautification awards program
        -The Source, winter issue

-notice from DES concerning a “Drinking Water Source Protection Workshop” scheduled for May 1st at the Grappone Conference Center in Concord.

        -invoice for dues for the NH Association of Conservation Commissions, $850.00

M. Ives made a motion, seconded by R. Buzzanga, to authorize the Treasurer to pay the $850.00 invoice.  All present voted in agreement.

Chairman Dionne indicated that he had received a call from a Mr. Matt Tarr concerning the identification of a recent road kill on English Range Road as a New England cottontail.  Since this species is nearly extinct, Paul indicated that they would talk with land owners in the area to encourage practices that will assist population maintenance and growth.

The Commission was reminded of the CTAP meeting scheduled for 25Feb at 7:30.

Other Business:

M. Ives reminded the Commission of the “Saving Special Places” seminar scheduled for 4April at the Gilford High School.

M. Ives informed P. Kinsella that she has already received inquiries concerning the reserving of plots at the public gardens at Broadview.  D. Wiley suggested a workday be scheduled soon to increase the area to be cultivated.

M. Ives informed the Commission and the public that Mr. Paul Zarba would like to harvest some timber from land under easement which abuts Broadview Farm.  He has initiated the process of obtaining the required permits.  

M. Ives indicated that she was informed of a large oak tree which “fell” and is leaning against an adjacent oak tree.  The tree presents a hazard to anyone using the trail leading onto Broadview Farm from the entrance off of Cross Road.  Chairman Dionne indicated he would stop by to evaluate what needs to be done to remove the tree.  Access by any large equipment would require temporary removal of some of the stone wall thru which the trail passes.

The Commission was reminded of the workshop for “Planning Derry’s Future” which is scheduled for April 4th at West Running Brook School.  Note this is the same day as the seminar for “Saving Special Places”.

B. Ferrante informed the Commission and the public about House Bill 290, sponsored by DES, which allows municipalities to enact ordinances and regulations effecting fluvial erosion hazards.

R. Buzzanga reminded the public that 27Feb is the deadline for submitting interests in serving on local boards.
