Revision dates should be added to the plan. Landscape data should be added to the Zoning Data Table. The applicant has indicated that the proposed employee parking behind the building is inadequate and does not meet the turning radius. Employee parking should be designated at the south end of the parking area away from the front of the building. The applicant should connect the sidewalk in front of the building to the Town sidewalk system along both Main Street and Union Street so pedestrian traffic does not have to enter the site through the vehicle travel way. The proposed outdoor terrace on the west side of the building should not be constructed until a new occupant rents the space and needs the area. The concern is that constructing it now will provide a place for employees and others to congregate within 15 feet of the neighboring residential property line. The existing stockade fence along the Nucci property should be replaced to match the existing fence along the Rapp property line especially if there is some intention to utilize the space along the west end of the building in the future. The granite posts surrounding the outdoor terrace utilized by Dunkin Donuts at the east end of the building should have no greater than five feet between posts so vehicles cannot mistakenly enter the area. The details for the monument sign located at the entrance along Main Street do not meet the Zoning requirements. Remove Drive Thru from the sign. Monument height above ground exceeds the four foot maximum. Area of sign exceeds the 16 S.F. maximum. No details have been provided for the dimensions of the wall mounted signs. They are shown to be externally illuminated only, as recommended by the DAB, but in the traditional Dunkin Donuts colors. Details and illumination specs for the 11 flood lights in the overhang should be submitted. Additional lighting for the parking area is dependent on the number and location of the Town decorative street lighting and location of CL&P street lights. Rather than over illuminate the site additional lighting should be put on hold until the Town completes the sidewalk renovations and a determination is made by the Commission Engineer as to whether additional lighting is necessary. The applicant indicated that the statement of use regarding his business is the same as the previous application at 190 Main Street. Review of that application and the previous conditions of approvals add the following statements to the proposed Statement of Use; Hours of operation are 5:30am 9:00 pm Monday through Saturday and 6:00am to 8:00pm on Sunday. Vehicle deliveries are limited to 16 box trucks which deliver twice a day around 5am and 9am. Trash will be picked up twice weekly, not on the weekends. Site lighting will be turned off 30 minutes after the close of business. The applicant is submitting the application to the Commission Engineer this week so that any items that need to be addressed will be included in the revised site plan which will hopefully be submitted to this office by October 21. This Office has submitted the plans to the Code Official for fire protection review and to the Design Advisory Board for their final review.
