- Approval of Youth Advocate’s Contract.

Discuss obtaining monetary donations from people in lieu of flowers, gifts, etc. in the event of a birthday, death, etc. for Alvin Glaser Memorial Family Assistance Trust Fund.

Upcoming workshops for department heads and board/commission members. (Memo to be distributed at meeting.)
Discuss new overtime compensation procedure and related forms as part of all new employee labor contracts with the Town of Dartmouth.
Review budget accounts for October 2004, November 2004 and December 2004.
Review proposed goals and objectives for Youth Advocate.

Meeting Notes

Glaser-Bernstein, Kevin Lee, Youth Advocate and Justine Clarke, clerk
Regrets: Jane Brooks, Alyson Bellora, Valerie Alves and Debra Brejcha
Absent: John Coleman Swanson
Due to lack of a quorum, this was an informal meeting between Commissioners in attendance.
- Gale Schultz called the meeting to order at 6:56 p.m.
Old Business:
Approval of Youth Advocate Contract:
Kevin Lee distributed copies of signed and approved Youth Advocate Employment Agreement. Kevin reported that contracts now require signatures from Commissioners, Town Counsel, Executive Administrator, Director of Budget & Finance and Dartmouth Select Board.
Kevin stated that in December he received retro pay dating back from July 1, 2004.
Kevin stated that Dartmouth employees who hold non-executive level positions must now be compensated for overtime. Kevin must now fill out a Weekly Form C”, indicating hours worked beyond 40. This form will need to be signed off by a Commissioner before being submitted to the Accountant’s Office.
Review Youth Advocate Employment Description (Draft Two):
- Kevin stated that once the Commission approves a final draft of the Youth Advocate Employment Description a copy is then sent to the following: Michael Gagne, Executive Administrator, Ed Iacaponi, Director of Budget & Finance/Treasurer, Joseph Hannon, Town Counsel, Doris Copley, Grant Writer, Dartmouth Select Board.

- Nothing to report at this time. Will place on Agenda for next meeting.
Discuss obtaining monetary donations from people in lieu of flowers, gifts, etc. in the event of a birthday, death, etc. with proceeds to The Alvin Glaser Memorial Family Assistance Trust Fund.
- Rosalyn presented to Commissioners an example of a donation card. Gale will bring to next meeting to hear Commissioners ideas and input.
Old Business from the floor:
There was no old business at this time.
Youth Advocate’s Report:
- Kevin reported that he has a busy client workload.
- Both Banana Splits’ groups are going very well and attendance has been excellent. Banana Splits’ interns have been wonderful.
- Kevin stated that he has been working with a number of middle school children.
- Kevin reported that client notes for September have been tabulated. He hopes Justine can get some additional months completed by the next scheduled meeting.
Kevin stated that over the holidays he had the pleasure of seeing a former client he had many years ago who is now 37 years old and lives in Germany!.
New Business:
Review Budget Accounts for October 2004, November 2004 and December 2004.
- Will put on Agenda for next scheduled meeting.
Review proposed goals and objectives for Youth Advocate:
Kevin distributed Youth Advocate’s Goals and Objectives. Gale suggested we put on Agenda for next scheduled meeting so Commissioners not present can review.
New Business from the floor:
Commissioners reviewed memo from Michael Gagne regarding the upcoming Legal Department Workshops.
Kevin informed Commissioners that the Youth Commission Agendas and Minutes are posted on Dartmouthyouth.com
Kevin stated that he will be on vacation the first week of February.
The next two meetings are scheduled for Wednesday, February 16, 2004 at 6:30 and Wednesday, March 16, 2004 at 6:30.
