“What is the function of government?”  “What do I get for my tax dollars?”  These two questions that occupied much of my thinking over the past five months, particularly as we built the budget contained in this document.

The first question is relatively easy to answer.  The purpose of “government” is to provide those services and protections for its citizens that they cannot adequately provide for themselves – which I would define as health, safety, and public education.

The second question has taken much more time and contemplation.  Translated into “What do I, who have no children to use the schools, the ball fields, or the youth center -- who does not use the Senior Center or the Library nor travels on town roads or visit town hall to license a dog, get a permit to build a building, or visit the Water Department to pay a bill – what do I get?”  After talking to many people with many perspectives, I have but one answer – you get a community.  Although that sounds like a simplistically pat answer, let’s think about it.  The budget isn’t about dollars – it’s about what you want in the community of which you are part.

I personally love living in a community that values learning and education, cares about our seniors and children, and provides a variety of activities for those of all ages and abilities.  While I may not partake of any of this, knowing that it is all a part of my community is important to me. Outstanding fire, police, and emergency services, Meals on Wheels, concerts on the Green, access to the airline trail, quality schools, physical fitness programs, youth forums … the list goes on and on.  You can’t put a value on opportunity.

See you on April 21st, 7:00 p.m., in the Town Hall for our first Public Hearing on the budget.  Check the website at www.colchesterct.gov for detailed budget information.  Bring your questions, comments, and concerns.  We look forward to seeing you.

Sincerely,
Linda
