POLICE COMMISSION MEETING

MONDAY, January 23, 2012

6:30 P.M. – Meeting Room 1





MEMBERS PRESENT:  Commissioner’s Rob Parlee, Ed Fusco, Frank Jackter, Stan Nolan and Steve Petty

OTHERS PRESENT:  First Selectman Gregg Schuster, Board of Selectman Liaison Stan Soby, Sergeant Petruzzi, Sergeant Suchecki, Officer’s Owens, DiMauro, Watrous and Goss, Bryan Kowalsky, Nancy Bray, Board of Finance Liaison Art Shilosky, Reed Gustafson, and Guests 

1.      Call to Order – Commissioner Parlee called the Monday, January 23, 2012 meeting to order at 6:30pm.



2.      Additions to Agenda – Commissioner Jackter MOTIONED to move 10a) Promotion of Colchester Police Officer to Police Officer First Class and 11a) Swearing in of New Colchester Police Officer to 2a and 2b.  SECONDED by Commissioner Fusco.  All members present voted in favor, MOTION CARRIED.



2a. Promotion of Colchester Police Officer to Police Officer First Class – Commissioner Petty MOTIONED to promote Officer Owens to Officer First Class.  SECONDED by Commissioner Jackter.  All members present voted in favor, MOTION CARRIED.   Sgt. Petruzzi and Sgt. Suchecki presented Officer Owens with a certificate promoting her to Officer First Class.

2b. Swearing in of New Colchester Police Officer – Bryan Kowalsky was sworn in as a Colchester Police Officer by the Town Clerk, Nancy Bray.  Commissioner Parlee presented Officer Kowalsky with his new badge and I.D. on behalf of the police commissioners.

Commissioner Jackter MOTIONED to recess at 6:34pm.  SECONDED by Commissioner Petty.  All members present voted in favor, MOTION CARRIED.

The Police Commissioners came out of recess at 7:00pm.

6.      Approve minutes:  November 28, 2011 and December 19, 2011 Police Commission Meeting.   December 12, 2011, December 28, 2011 and January 18, 2012 Special Police Commission Meeting – Commissioner Jackter MOTIONED to accept minutes of the November 28, 2011 meeting as typed.  Commissioner Nolan abstained.  SECONDED by Commissioner Petty.  All members present voted in favor, MOTION CARRIED.



Commissioner Jackter MOTIONED to accept minutes of the December 19, 2011 meeting as typed.  SECONDED by Commissioner Nolan.  All members present voted in favor, MOTION CARRIED.

Commissioner Jackter MOTIONED to accept minutes of the December 12, 2011 meeting as typed.  SECONDED by Commissioner Nolan.  All members present voted in favor, MOTION CARRIED.

Commissioner Petty MOTIONED to accept minutes of the December 28, 2011 meeting as typed.  Commissioner Nolan abstained.  SECONDED by Commissioner Jackter.  All members present voted in favor, MOTION CARRIED.

Commissioner Jackter MOTIONED to accept minutes of the January 18, 2012 meeting as typed.  Commissioner Petty abstained.  SECONDED by Commissioner Nolan.  All members present voted in favor, MOTION CARRIED.

7.      Budget Review – First Selectman Schuster stated that everything involving the budget is tracking very well.  As far as the budget for next year it is still under development.



8.      Appropriation and Transfer – none



9.  Resident Trooper Report (Sgt. Petruzzi) – see attachment #1

 

10.  Old Business

   a. Promotion of Colchester Police Officer to Police Officer First Class – moved to #2 on agenda

   b. Discussion and Possible Action on Rules and Regulations

       1.  General Protocol (Third Reading) - discussion was had and no additional changes were needed.

       2 Order of Command (Third Reading) – discussion was had and no additional changes were needed.

       3 Commendations (Second Reading) – discussion was had and no additional changes were needed.

   c. Discussion and Possible Action on the Colchester Police Strategic Goals – tabled to next meeting

   d. Discussion and Possible Action on Five Year Equipment Plan – Commissioner Petty stated that they now have all

       the information they needed on all of the vehicles.  Commissioner Petty and Commissioner Jackter will be working

       on this together.

11.   New Business

        a. Swearing in of New Colchester Police Officer – moved to #2 on agenda

         b. Presentation by Reed Gustafson Regarding CERT –.  First Selectman Schuster stated the need for more assistance involving emergency management in the town of Colchester.  His hopes are that the Police Commission can offer assistance in some of the emergency planning and emergency operations when needed. Reed Gustafson gave the Police Commissioners an overview of CERT (Community Emergency Response Team) and the need for any of the Commissioners who would like to be involved

        

12.   Chairman/Commission Member Comments – Commissioner Parlee thanked Commissioner Petty for his assistance in helping him prepare for the CBA meeting.  He also thanked Commissioner Fusco for his assistance with the special duty rates.  Commissioner Jackter thanked Sgt. Petruzzi and Gina for their assistance with the Promotion and Swearing in Ceremony.  Sgt. Petruzzi stated to the commissioners that Sgt. Thompson sends his best.

13.  Adjourn – Commissioner Jackter MOTIONED to adjourn at 749 p.m.  SECONDED by 

       Commissioner Petty.  All members present voted in favor.  MOTION CARRIED.
