POLICE COMMISSION MEETING

MONDAY, April 23, 2012

6:30 P.M. – Cragin Library





MEMBERS PRESENT:  Commissioner’s Rob Parlee, Ed Fusco, Stan Nolan and Steve Petty

MEMBERS ABSENT:  Commissioner Frank Jackter

OTHERS PRESENT:  First Selectman Gregg Schuster, Board of Selectman Liaison Stan Soby, Sergeant Petruzzi, Board of Finance Liaison Art Shilosky, and Attorney Michael Carey

1.      Call to Order – Commissioner Parlee called the Monday, April 23, 2012 meeting to order at 6:30 p.m.



2.      Additions to Agenda – Commissioner Petty MOTIONED to move 10d “Discussion on Draft Curfew Ordinances” to follow item #4 and renumber accordingly.  SECONDED by Commissioner Nolan.  All members present voted in favor, MOTION CARRIED.



Commissioner Nolan MOTIONED to add “Discussion on Power Point Presentation for Third Shift Coverage Preliminary Report” to new business.  SECONDED by Commissioner Fusco.  All members present voted in favor, MOTION CARRIED.

Commissioner Petty MOTIONED to add “Discussion on Officer’s First Response to Medical Assist Calls” to new Business.  SECONDED by Commissioner Fusco.  All members present voted in favor, MOTION CARRIED.

3.      Citizen’s Comments – none



4.      Officers Comments – none



5.      (10d) Discussion on Draft Curfew Ordinances – discussion was had between the Commissioners and Attorney Michael Carey in regards to the draft curfew ordinances.  Commissioner Nolan had questions and issues of concern which was discussed with Attorney Michael Carey.  Commissioner Petty MOTIONED to move forward the draft curfew ordinances to the Board of Selectman.  SECONDED by Commissioner Fusco.  Opposed by Commissioner Nolan.  All members present voted, MOTION CARRIED.



6.      Review Correspondence – Commissioner Parlee received a letter stating that on May 3, 2012 has been designated as a National Day of prayer which will take place on the Colchester town green and hosted by the Abundance Life Church and Christian Life Chapel.   They asked that the Colchester police department be made aware of this event.

7.      Approve minutes of March 26, 2012 Police Commission Meeting  – Commissioner Fusco MOTIONED to accept minutes of the March 26, 2012 with the correction under item #6 to read Commissioner Jackter motioned not Commissioner Fusco.  SECONDED by Commissioner Petty.  All members present voted in favor, MOTION CARRIED.



8.      Budget Review – none 



9.      Appropriation and Transfer – none



10.  Resident Trooper Report (Sgt. Petruzzi) – see attachment #1

 

11.  Old Business

 a. Discussion and Possible Action on Rules and Regulations – Commissioner Petty MOTIONED to accept the final copy of the Rules and Regulations as written.  SECONDED by Commissioner Nolan.  All members present voted in favor, MOTION CARRIED.

        b. Discussion and Possible Action on the Colchester Police Strategic Goals – Commissioner Fusco created short term and long term goals and emailed the commissioners a copy for their review.  A special police commission meeting will be scheduled on May 14, 2012 to continue discussion.

c. Discussion and Possible Action on Five Year Equipment Plan – Commissioner Petty will be meeting with Sgt. Suchecki to go over inventory.

d. Discussion on Draft Curfew Ordinances – moved to item #5



12.   New Business     

        a.  Discussion on Power Point Presentation for Third Shift Coverage Preliminary Report – Commissioner’s Petty and Jackter have created an outline on how to present this to several agencies in town.  Commissioner Petty gave an overview of what the outline will include.  The fire department agreed to assist with the power point presentation.

        b. Discussion on Officer’s First Response to Medical Assist Calls – First Selectman Schuster stated the fire department is going through a strategic planning process.  One of the objectives is to have a 100% response on the first tone.  One of the ideas discussed was having police officers being first responders.  First Selectman Schuster stated a lot of discussion and work needs to be had in regards to this. 



13.   Chairman/Commission Member Comments – Commissioner Parlee thanked First Selectman Schuster and Derrik for all of their assistance and support.

14.  Adjourn – Commissioner Petty MOTIONED to adjourn at 8:02 p.m.  SECONDED by 

       Commissioner Fusco.  All members present voted in favor.  MOTION CARRIED.
