MEMBERS PRESENT: Commissioner’s Rob Parlee, Ed Fusco, and Stan Nolan
OTHERS PRESENT: First Selectman Gregg Schuster, Board of Selectman Liaison Stan Soby, Sergeant Petruzzi, and Sergeant Suchecki
1. Call to Order – Commissioner R. Parlee called the July 25, 2011 meeting to order at 6:30pm.

5. Review Correspondence – none
6. Approve minutes of June 27, 2011 Police Commission Meeting and July 11, 2011 Police Commission Special Meeting – Commissioner Fusco MOTIONED to accept minutes of the June 27, 2011 meeting as typed. SECONDED by Commissioner Nolan. All members present voted in favor, MOTION CARRIED.

10. Old Business
a. Discussion and Possible Action on the Colchester Police Strategic Goals – First Selectman Schuster obtained the fiscal analysis for the hybrid of 24/7 coverage and rank structure for the police department. Review and discussion was had with commissioners. Commissioners will present the proposal to other board members at a later date.
b. Discussion and Possible Action on Rules and Regulations
1. Intoxicants/Uniforms and Equipment (third reading) – discussed and reviewed. No further changes needed.
2. Use of Force/Weapons (second reading) – discussion was had additional changes were recommended.
3. Town Property (first reading) – discussion was had additional changes were recommended.
4. Vehicles/Patrol Procedures (general discussion) – discussion was had and changes were recommended.
c. Discussion and Possible Action on Five Year Equipment Plan – tabled to next meeting due to the absence of Commissioner’s Jackter and Petty.
d. Presentation of New Police Officer’s Uniform – Sergeant Suchecki presented proposed new police officer’s uniform. Tabled to next meeting until further information is obtained.
11. New Business – none
12. Chairman/Commission Member Comments – Commissioner Parlee scheduled a special meeting for August 15, 2011 to continue discussion of rules & regulations and new police officer’s uniform.
13. Adjourn – Commissioner Fusco MOTIONED to adjourn at 7:54p.m. SECONDED by
Commissioner Nolan. All members present voted in favor. MOTION CARRIED.
