POLICE COMMISSION MEETING

Monday, February 28, 2011

6:30 P.M. – Meeting Room 1



MEMBERS PRESENT:   Commissioner’s Rob Parlee, Edward Fusco, Stanley Nolan, Steve Petty and Frank Jackter

OTHERS PRESENT:  First Selectman Gregg Schuster, Board of Selectman Liaison Stan Soby, Sergeant John Thompson, Sergeant Petruzzi, Board of Finance Liaison John Ringo

       

   

1.      1. Call to Order – Commissioner R. Parlee called the February 28, 2011 meeting to order at 6:35pm.



2.      2. Additions to Agenda – None



3.      3. Citizen’s Comments - None



4.      4. Officers Comments – None



5.      5. Review Correspondence – Commissioner Parlee received a verbal correspondence from Sgt. Suchecki regarding three binders that were given to the board of commission when the officers were applying to be considered for the Sergeant’s position.  The officers have asked that the binders be returned to them as it contains important information regarding their employment history.  Commissioner Parlee placed a phone call in to the former Chairman of the Police Commission and left a message for him asking for the binders to be returned.  To date Commissioner Parlee has not received a response back.  Commissioner Parlee asked First Selectman Schuster if he would draft a letter to the former Chairman asking him to return the binders.  To date First Selectman Schuster has not received a response back.



6.      6. Approve minutes of January 24, 2011 Police Commission Meeting and February 15, 2011 Police Commission Special Meeting – Commissioner Petty MOTIONED to accept minutes as typed.   SECONDED by Commissioner Nolan.  All members present voted in favor, MOTION CARRIED.



7.      7. Budget Review – Commissioner Parlee stated he will be attending the next budget workshop.  First Selectman stated that the workshop is open to all Commissioners and the public.

8.       8. Appropriation and Transfer – the commission members received a copy of the transfer for uniform purchases to outfit the three new Police Officers.  Commissioner Jackter MOTIONED to approve and forward the transfer to the Board of Selectman.  SECONDED by Commissioner Petty.  All members present voted in favor, MOTION CARRIED.



 9.  Resident Trooper Report (Sgt. Petruzzi) – see attachment #1

10.  Old Business

       a. Discussion and Possible Action on FY12 Budget Priorities – discussed at the February 15, 2011 Police Commission special meeting.

       b. Discussion and Possible Action on the Colchester Police Strategic Goals – Commissioner Fusco stated he and Commissioner Nolan came up with a basic outline.  They would like the other        commissioners to review it.  A special meeting will be scheduled to continue the discussion on the Colchester Police Strategic Goals.  

       c. Discussion and Possible Action on Rules and Regulations

        1.  Introduction/Resident Trooper Responsibilities/Code of Ethics (Second Reading) – discussion was had and no additional changes were made.

        2 Equal Employment Opportunity/Probationary Period of Employment/Disciplinary Procedures (First Reading) – discussion was had no action was taken.

        3 Personnel Rules (General Discussion) – discussion was had and appropriate changes were made. 

             First Selectman Schuster will review second reading and discussion will continue at the next Police  Commission meeting.

     e. Discussion and Possible Action on Five Year Equipment Plan – this will be placed on the agenda for next month’s meeting.

13.  Adjourn – Commissioner Jackter MOTIONED to adjourn at 7:27 p.m.  SECONDED by 

       Commissioner Nolan.  All members present voted in favor.  MOTION CARRIED.
