POLICE COMMISSION MEETING

Monday, April 25, 2011

6:30 P.M. – Meeting Room 1



MEMBERS PRESENT:  Commissioner’s Rob Parlee, Ed Fusco, Stanley Nolan, Steve Petty and Frank Jackter

OTHERS PRESENT:  First Selectman Gregg Schuster, Board of Selectman Liaison Stan Soby, Sergeant Petruzzi

       

   

1.      Call to Order – Commissioner R. Parlee called the April 25, 2011 meeting to order at 6:30pm.



2.      Additions to Agenda – Commissioner Jackter MOTIONED to add the discussion of the contract between the town and resident state trooper under new business.  SECONDED by Commissioner Nolan.  All members present voted in favor, MOTION CARRIED.



3.      Citizen’s Comments - None



4.      Officers Comments – None



5.      Review Correspondence – Commissioner Parlee discussed with the commission members and the First Selectman what steps need to be taken to retrieve the binders of the officers who applied for the Sergeant’s position that still have not been returned.



6.      Approve minutes of March 28, 2011 Police Commission Meeting and April 4, 2011 Police Commission Special Meeting – Commissioner Jackter MOTIONED to accept minutes of the March 28, 2011  meeting as typed.   Commissioner Fusco ABSTAINED from voting due to his absence from meeting.  SECONDED by Commissioner Nolan.  All members present voted in favor, MOTION CARRIED.



Commissioner Jackter MOTIONED to accept minutes of the April 4, 2011 special meeting as typed.  SECONDED by Commissioner Fusco.  All members present voted in favor, MOTION CARRIED.



7.      Budget Review – Commissioner Parlee stated that there will be a budget meeting on Wednesday, March 27, 2011 at 7:00pm located in the town hall meeting room if any of the Commissioners would like to attend.

First Selectman Schuster also stated that the Budget referendum will be held on May 10, 2011 located in the town hall meeting rooms for all voters.

9.  Resident Trooper Report (Sgt. Petruzzi) – see attachment #1

10.  Old Business

       a. Discussion and Possible Action on the Colchester Police Strategic Goals – Commissioner Nolan passed out an updated draft with the input he had received and an introductory paragraph to the other commission members for their review.  Discussion was had as to maintaining the rank structure of the police department at the present time or the possibility of allowing the rank structure to grow in the future.

       b. Discussion and Possible Action on Rules and Regulations

         1.  Personnel Rules (Second Reading) – First Selectman Schuster incorporated all the changes that were suggested at the last meeting.  The members of the commission agreed with the changes made.

         2 Rules of Conduct (First Reading) – discussion was had and appropriate changes will be made.

         3 Practical and Physical Training (General Discussion) – discussion was had and changes were recommended.

       c. Discussion and Possible Action on Five Year Equipment Plan – on hold for now and will be placed on next month’s agenda.

11.   New Business – Discussion was had regarding the contract between the town and the resident state trooper.    First Selectman Schuster will be presenting the contract to the Board of Selectman at a future meeting.



12.   Chairman/Commission Member Comments – Commissioner Parlee has been looking into the new cruisers.  As soon as he is aware of a viewing of the new cruisers he will let the board of commission members know.

 

13.  Adjourn – Commissioner Jackter MOTIONED to adjourn at 8:27 p.m.  SECONDED by 

       Commissioner Fusco.  All members present voted in favor.  MOTION CARRIED.
