POLICE COMMISSION MEETING
MONDAY, November 28, 2011

MEMBERS PRESENT: Commissioner’s Rob Parlee, Ed Fusco, Frank Jackter and Steve Petty
MEMBERS ABSENT: Commissioner’s Stan Nolan
OTHERS PRESENT: First Selectman Gregg Schuster and Sergeant Petruzzi
1. Call to Order – Commissioner Parlee called the November 28, 2011 meeting to order at 6:32pm.
2. Additions to Agenda – none
3. Citizen’s Comments – none
4. Officers Comments – none
5. Review Correspondence – Sgt. Petruzzi passed along to the commissioners a letter from an MBA Sacred Heart student who is conducting a survey regarding police department strategic planning.
6. Approve minutes of October 24, 2011 Police Commission Meeting and November 14, 2011 Special Police Commission Meeting – Commissioner Petty MOTIONED to accept minutes of the October 24, 2011 meeting as typed. SECONDED by Commissioner Jackter. All members present voted in favor, MOTION CARRIED.

7. Budget Review – the commissioners reviewed and discussed the 2012 – 2013 budget proposal for the police department.

9. Resident Trooper Report (Sgt. Petruzzi) – see attachment #1
10. Old Business
a. Discussion and Possible Action on the Colchester Police Strategic Goals – tabled to next meeting.
b. Discussion and Possible Action on Rules and Regulations
1. Investigations (Fourth Reading) - discussion was had and changes were suggested.
2. Priority of Rules (First Reading) – discussion was had and changes were suggested.
3. General Protocol (First Reading) – tabled to next meeting.

5. Harassment (First Reading) – tabled to next meeting.
6. Commendations (General Discussion) – discussion was had and changes were suggested.
c. Discussion and Possible Action on Five Year Equipment Plan – Commissioner’s Petty and Jackter met with Sgt.
Suchecki, Sgt. Petruzzi and officers to discuss the five year equipment plan. They developed three categories;
Vehicles, technology and vests. Next step will be to meet with Steve Sharpe from the town garage regarding
Vehicles.
11. New Business
a. Discussion and Possible Action on Curfew Ordinance – First Selectman stated attorneys are still reviewing. Discussion will continue at next police commission meeting.
12. Chairman/Commission Member Comments – Commissioner’s Jackter and Petty stated they went on a ride along with the Colchester officers and commended the officers on their professionalism and efficiency. They were very proud and impressed with the work the officer’s conduct. They highly suggested the other police commissioners participate in a ride along when given the opportunity.
13. Adjourn – Commissioner Petty MOTIONED to adjourn at 8:16 p.m. SECONDED by
Commissioner Jackter. All members present voted in favor. MOTION CARRIED.
