POLICE COMMISSION MEETING

MONDAY, June 27, 2011

6:30 P.M. – Meeting Room 1



MEMBERS PRESENT:  Commissioner’s Rob Parlee, Ed Fusco, and Frank Jackter

OTHERS PRESENT:  First Selectman Gregg Schuster, Board of Selectman Liaison Stan Soby, and Sergeant Petruzzi   

1.      Call to Order – Commissioner R. Parlee called the June 27, 2011 meeting to order at 6:30pm.



2.      Additions to Agenda – None



3.      Citizen’s Comments - None



4.      Officers Comments – None



5.      Review Correspondence – None



6.      Approve minutes of May 23, 2011 Police Commission Meeting and June 6, 2011 Police Commission Special Meeting – Commissioner Jackter MOTIONED to accept minutes of the May 23, 2011 meeting as typed.  SECONDED by Commissioner Fusco.  All members present voted in favor, MOTION CARRIED. 



Commissioner Jackter MOTIONED to accept minutes of the June 6, 2011 Special Meeting as typed.  SECONDED by Commissioner Fusco.  All members present voted in favor, MOTION CARRIED.



7.      Budget Review – First Selectman Schuster stated that there is an active budget transfer that got held up going through the Board of Finance.  The Board of Finance had questions in regards to the budget transfer.  First Selectman Schuster researched the answers to their questions and will present them to the Board of Finance at the next meeting.  First Selectman Schuster does not anticipate any further issues.  First Selectman Schuster also stated with the concessions failing at the state level he is waiting to see what the impact may be to municipal aid.  He is hoping it will be very little if any impact.

10.  Old Business

   a. Discussion and Possible Action Regarding 3rd Shift Implementation – discussed in Resident Trooper Report

   b. Discussion and Possible Action on the Colchester Police Strategic Goals – First Selectman Schuster had his assistant, Derrik, look at the ten towns above Colchester in population and the ten towns below Colchester in population.  Derrik then created an analysis to show how they compare to Colchester as far as municipality.  Discussion was had.

   c. Discussion and Possible Action on Rules and Regulations

       1.  Rules of Conduct (third reading) – First Selectman Schuster made the changes that were                       discussed at the last meeting. 

       2 Practical and Physical Training (second reading) – discussion was had and changes were                        recommended.

       3 Intoxicants/Uniforms and Equipment (first reading) – discussion was had and correction only           needed.  Discussion regarding duty uniform will be tabled to next month’s meeting.

       4 Use of Force/Weapons (general discussion) – discussion was had and changes were recommended.

   d. Discussion and Possible Action on Five Year Equipment Plan – Commissioner Jackter will contact    Sergeant Suchecki regarding plan.

11.   New Business

        a.  Discussion and Possible Action on Crossing Guard Program – Commissioner Parlee has been     gathering information from other towns regarding their crossing guard program.  Commissioner Parlee     will present his findings to the Board of Education to see if they would be interested in a joint effort to     create a program in Colchester.

12.   Chairman/Commission Member Comments – Commissioner Fusco stated he was approached by a Colchester business owner who had concerns regarding his customers not having access to his business during the Memorial Day parade due to the road being blocked off.  Sergeant Petruzzi has passed on the concerns to the Memorial Day parade planning committee.

13.  Adjourn – Commissioner Jackter MOTIONED to adjourn at 7:49p.m.  SECONDED by 

       Commissioner Fusco.  All members present voted in favor.  MOTION CARRIED.
