POLICE COMMISSION MEETING

MONDAY, September 26, 2011

6:30 P.M. – Meeting Room 1





MEMBERS PRESENT:  Commissioner’s Ed Fusco, Stan Nolan, Frank Jackter and Steve Petty

MEMBERS ABSENT:  Commissioner Rob Parlee

OTHERS PRESENT:  First Selectman Gregg Schuster, Board of Selectman Liaison Stan Soby, Sergeant Petruzzi, Sergeant Thompson, Lion’s Club Representative Greg Barden, Board of Education member Brad Bernier, Ryan Blessing, Civic Students and other   

1.      Call to Order – Commissioner Fusco called the September 26, 2011 meeting to order at 6:32pm.



2.      Additions to Agenda – none



3.      Citizen’s Comments – none



4.      Officers Comments – none



5.      Review Correspondence – none



6.      Approve minutes of August 22, 2011 Police Commission Meeting – Commissioner Jackter MOTIONED to accept minutes of the August 22, 2011 meeting as typed.  Commissioner Petty ABSTAINED from voting due to his absence from meeting.  SECONDED by Commissioner Nolan.  All members present voted in favor, MOTION CARRIED.

8.      Appropriation and Transfer – none



9.  Resident Trooper Report (Sgt. Petruzzi) – see attachment #1

 

10.  Old Business

   a. Discussion and Possible Action on the Colchester Police Strategic Goals – tabled to next meeting.

   b. Discussion and Possible Action on Rules and Regulations

       1.  Patrol Procedures (second reading) – discussion was had and no additional changes were needed.

       2 Communication - Correspondence (second reading) – discussion was had and changes were recommended.

       3 Investigations (second reading) – on hold until the members of the police commission have a chance to review         the A&O manual.

       4 Arrest and Treatment of Prisoners (first reading) – on hold until the members of the police commission

            have a chance to review the A&O manual.

       5 Security of Police Business (general discussion) – discussion was had and no additional changes were needed.

       6 Public Activities (general discussion) – discussion was had changes were recommended.

   c. Discussion and Possible Action on Five Year Equipment Plan – Sgt. Petty stated that Sgt. Suchecki has created police vehicle and uniform inventory reports that will be completed by each officer.  Once these forms are completed they can move forward with the five year equipment plan.

 

11.   New Business

        a. Discussion and Possible Action on Police Department Cruiser #2, Expedition – Sgt. Petruzzi stated that during the hurricane the expedition received minor damage to the door.  Public works completed an inspection of the vehicle and discovered numerous issues including body rot.  The cost of the repair would be approximately $8,100 to get the cruiser back on the road.  Discussion was had to determine if the expedition is worth repairing or not.

        b. Discussion and Possible Action on Police Union Grievance – discussion was had regarding a grievance that was submitted by the Colchester police union.  Commissioner Jackter MOTIONED to deny the grievance and to authorize the police commission clerk to draft a response of the commissioner’s decision.  SECONDED by Commissioner Petty.   All members present voted in favor, MOTION CARRIED. 



12.   Chairman/Commission Member Comments – Commissioner Fusco asked if there is a designee for the blue mass that was held at the cathedral. 

13.     Executive Session to Discuss Contract Negotiations – Commissioner Jackter MOTIONED to go into executive session to discuss contract negotiations and to invite Board of Selectman Liaison S. Soby and Sgt. Petruzzi.  SECONDED by Commissioner Petty.  All members present voted in favor.  MOTION CARRIED.

        The board of police commissioners and invited guests went into executive session at 7:23 p.m.

        The board of police commissioners and invited guests came out of executive session at 8:08 p.m.

13.  Adjourn – Commissioner Jackter MOTIONED to adjourn at 8:10 p.m.  SECONDED by 

       Commissioner Petty.  All members present voted in favor.  MOTION CARRIED.
